Local Rules

Investing in Waukegan: The Local Rules

Rental registration and inspection

  • Waukegan licenses all rental housing, even owner-occupied buildings of two units or less, at $60 per rented unit yearly; an owner living in the building pays no fee and gets no inspection for that unit.

For investors: Someone buying a Waukegan two-flat to live in one side still licenses the rented side. License and inspection fees are billed by calendar year whatever month the inspection falls in, so carry them in the first-year operating budget.

Rental inspections

  • In Waukegan rental buildings under 10 units, each yearly licensing inspection covers the exterior, common areas, basement and at least a third of the units, reaching every unit within three years.

For investors: Plan turnovers around the rotation: you choose which third is inspected in years one and two, then the city chooses. Inspections apply all codes adopted in Chapter 6, so deferred maintenance anywhere in a Waukegan building can surface.

Source: City of Waukegan Code of Ordinances, Ch. 14 (Licenses), Art. I, Sec. 14-4(d), 14-6, Oct 2026

  • Waukegan single-family and two-family rentals that pass two straight years earn a one-year inspection waiver and then go to inspections every other year; complexes of 50 or more units get no waiver.

For investors: A well-kept Waukegan house can drop to inspections every second year. Passing means at most one follow-up visit, fees paid and no no-shows, so a single missed appointment restarts the cycle at annual inspections.

Source: City of Waukegan Code of Ordinances, Ch. 14 (Licenses), Art. I, Sec. 14-4(d)(1), Oct 2026

  • Once a Waukegan license application and fees are filed, the code official is notified within 48 hours, and the owner gets at least 30 days' written notice of the first inspection date.

For investors: Use the 30-day window to fix obvious items and to post the required notice on each selected unit's door at least 72 hours ahead. Reschedule no later than 48 hours before the visit to avoid a fee.

Source: City of Waukegan Code of Ordinances, Ch. 14 (Licenses), Art. I, Sec. 14-4(d)(2), Oct 2026

  • Waukegan charges $75 per unit for each rental reinspection and each reschedule, $100 for a no-show and $200 for a suspension, and adds 10% to license or inspection fees paid over 30 days late.

For investors: Two consecutive no-shows suspend a Waukegan license, so give your manager written authority to attend inspections. Fixing violations within the compliance period, normally no more than 30 days, avoids paying $75 for every noncompliant unit reinspected.

Landlord rules

  • If a Waukegan rental is unlicensed or its license is revoked, the city posts notices at every entrance telling tenants to vacate within 60 days, warning of fines up to $750 per day.

For investors: A lapsed license can empty a building and stop the rent, so treat renewals like insurance payments. Renewal fees unpaid 30 days after filing suspend the license, and revocation follows automatically if they remain unpaid 20 days later.

Source: City of Waukegan Code of Ordinances, Ch. 14 (Licenses), Art. I, Sec. 14-14, Oct 2026

  • Waukegan owners of a vacant property must register it within 10 days after it becomes vacant or after taking ownership, whichever is later, paying $300 every six months while it stays empty.

For investors: Rehab buyers taking an empty Waukegan house should register within 10 days of closing and budget $300 per half year until a tenant moves in. Registering late adds a fee of 10% of the semi-annual charge for every 30 days the property goes unregistered.

Short-term rentals

  • Waukegan allows stays under 30 consecutive days only after rental registration and a short-term rental license, costing $50 per unit to apply plus $100 per unit yearly, valid January 1 to December 31.

For investors: Owners living outside Waukegan must name a city resident as a 24-hour emergency contact, short-term rental violations cost $750 per day, and owners are jointly liable for guests' violations. A license bought in the fall still expires December 31, so launch early in the year.

Source: City of Waukegan Code of Ordinances, Ch. 14 (Licenses), Sec. 14-1A, 14-4(e), 14-1101, Oct 2026

  • Since a January 2025 amendment, Waukegan's 6% hotel tax covers short-term rental units and treats booking platforms as owners, while stays of more than 30 consecutive days are exempt.

For investors: Price the 6% into stays of 30 nights or fewer and check whether your platform remits it. Owners file monthly returns due by the end of the next month, or quarterly with city approval when the average tax is $60 a month or less.

ADUs and lot splits

  • Waukegan permits one detached accessory dwelling unit of up to 900 square feet in the rear yard of a single-unit lot in R1 to R5 and L1 to L3 districts, after site plan review.

For investors: The catch for investors: the owner must keep primary residency on the same lot, and the ADU's rental license must be held by the lot owner. An ADU therefore adds rent only for an owner living on site, not to a fully tenant-occupied house.

Permits and occupancy

  • Waukegan rental buildings that received an occupancy permit in the 12 months before licensing skip inspection for three years after that permit, joining the regular schedule before the fourth-year renewal.

For investors: Buying a newly built Waukegan home or small building to rent defers inspection costs and scheduling for three years. The rental license itself is still required, so apply before the first tenant moves in even though the inspection waits.

Tax calendar

  • Lake County's 2025 property taxes, payable in 2026, were due June 4 and September 4, with the tax sale set for November 13; the county treasurer's office is at 18 N. County Street in Waukegan.

For investors: If you pay Waukegan rental taxes yourself rather than through escrow, reserve for early June and early September. Unpaid taxes are published in October and offered at the November sale, which can cloud title on a property you plan to refinance.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing.
