Short-term rentals
Huntington Beach Chapter 5.120, effective February 19, 2021, allows hosted short-term rentals citywide, but unhosted ones only in Sunset Beach and only for operators who obtained a permit by March 1, 2022.
For investors: A buyer today cannot launch a whole-home vacation rental in Huntington Beach: Sunset Beach unhosted permits are renewal only, and elsewhere the owner must live on site. Underwrite a purchase on monthly or annual leases instead.

Huntington Beach permits one short-term rental per property, from a house to a large rental building, or up to three on ownership projects of four or more units, such as condos, where CC&Rs allow.
For investors: An ADU qualifies only if it was legally established before the 2021 ordinance took effect, so a new backyard unit cannot become a guest rental. A local contact must answer complaints around the clock and respond within one hour.

Huntington Beach charges $639 for a short-term rental permit covering the first two years and $332 for each annual renewal, the same amounts listed in the FY 2025-26 master fee schedule.
For investors: Under the fee schedule those amounts include code enforcement review of the application. Permits are non-transferable, so the buyer of a permitted Huntington Beach home must apply fresh through the city's online portal rather than inherit the seller's permit.

Huntington Beach hosts collect a 10% transient occupancy tax plus a 6% tourism business improvement district assessment and remit both quarterly, filing a $0 return even in a quarter with no bookings.
For investors: The January to March return is due on the last city business day in April, and later quarters follow the same pattern. A missed zero return still triggers fees, so set reminders even for a home hosted only in summer.

Huntington Beach can fine short-term rental violations $1,000 per day for each provision broken, revokes a permit after three violations within 12 months, and requires the city permit number on every listing.
For investors: A noise or parking complaint left unanswered can start the clock toward revocation, which would end the guest income outright. A hosted Huntington Beach rental therefore needs a dependable local contact and house rules guests actually read.
