Local Rules

Investing in Springfield: The Local Rules

Short-term rentals

  • Springfield licenses every stay under 30 days under Sec. 36-473: Type 1 for operator-occupied homes in any zone, Type 2 for non-owner units in R-SF or R-TH, Type 3 for non-owner units elsewhere.

For investors: Zoning sets the path for an owner who will not live on site: a house in R-SF or R-TH needs the Type 2 permit, while a unit in any other district is Type 3, limited to two rental units per premises and needing a certificate of occupancy inspection.

Source: City of Springfield Planning & Development, Short-term Rentals (citing City Code Sec. 36-473), Oct 2026

  • A Type 2 rental must sit 500 feet from any other Type 2 and hold a neighborhood meeting; written objections from two adjacent owners or 30% of them, whichever is greater, deny the permit.

For investors: Check the city's Short-term Rentals Map for registered Type 2 units within 500 feet before offering on a house you plan to rent by the night. A denial can go to the Planning and Zoning Commission only if appealed within 10 days, and approval can take up to 12 weeks.

Source: City of Springfield Planning & Development, Short-term Rentals (Type 2 standards), Oct 2026

  • Springfield short-term rental permits last one year with no grace period for late renewal, and a buyer keeps a licensed rental's permitted use by applying to the city within 30 days of the sale.

For investors: When buying an operating Type 2 rental, put the 30-day transfer filing on the closing checklist, because a lapsed non-owner permit can be forfeited and the 500-foot spacing rule may then block a new one. The transfer alone does not trigger a new occupancy inspection.

Source: City of Springfield Planning & Development, Short-term Rentals (FAQ), Oct 2026

  • Springfield levies a 5% lodging tax on gross receipts of hotels, motels and short-term rentals, due by the 20th for the prior month, with a 5% late penalty and a possible lien on the property.

For investors: The tax falls on the operator, not the guest, so a nightly-rental budget here should carry 5% of gross bookings as a cost unless it is passed through in the price. Unpaid tax can become a lien filed with the Greene County Recorder against the rental's land.

Rental registration and inspection

Landlord rules

  • Springfield zoning caps a dwelling at three unrelated occupants in R-SF and R-TH districts and four in R-LD, R-MD and R-HD multifamily districts, and short-term rentals follow the same caps.

For investors: A four-bedroom house in an R-SF zone near campus can still be leased to only three unrelated adults, so underwrite rent per household rather than per bedroom. The parcel's zoning, not the floor plan, sets the cap, so confirm the district before pricing a roommate rental.

Source: City of Springfield Planning & Development, Short-term Rentals (residential occupancy requirements of the Zoning Ordinance), Oct 2026

Tax calendar

  • Greene County mails real estate tax bills in November with payment due by December 31, and the Collector does not prorate a bill when a parcel changes hands, so the current owner answers for it.

For investors: On a mid-year Springfield purchase, confirm the closing statement credits the seller's share, because the Collector looks to the new owner for the whole bill. Without escrow, the statement goes to the mailing address on the Assessor's record, so update that address soon after closing.

Source: Greene County Collector of Revenue, Real Estate FAQ, Oct 2026

Property tax

  • Springfield's 2025 financial report puts the city's own fiscal 2025 property tax rate at $0.6101 per $100 of assessed value, against $3.9888 per $100 for the overlapping Springfield R-12 School District.

For investors: Most of a Springfield rental's tax bill comes from the school levy rather than City Hall, so a city-only rate understates the cost. Pull the actual Greene County statement for the address, since county, library and community college district levies also stack on top.

Utilities

  • City Utilities, Springfield's community-owned provider of electricity, natural gas and water, offers landlords an agreement that moves service into the owner's name automatically when a tenant disconnects.

For investors: Enrolling keeps heat and water on between leases with no account entry fee when bills are paid on time. Cancel the agreement when you sell, but not casually otherwise, since the same landlord waits nine months to reinstate a cancelled agreement at that address.

Permits and occupancy

  • Springfield Public Works requires a permit before any land disturbance or motorized equipment use within a sinkhole, and a separate permit for development in a FEMA floodplain or other area its director designates.

For investors: Springfield sits on karst, and the city's own guide counts well over 2,000 established sinkholes in Greene County. Before adding a parking pad, addition or second unit on a rental lot, check the parcel; a sinkhole permit may require a geological and hydrological evaluation by a qualified engineer or geologist.

What drives rental demand

  • Springfield's 2025 financial report lists CoxHealth, with 12,178 employees, and Mercy, with 9,214, as the city's two largest employers, ahead of the State of Missouri and Walmart.

For investors: Springfield's two largest employers are hospital systems, and both held or added staff between 2022 and 2025 in the same table. Rentals with easy commutes to the CoxHealth and Mercy hospital campuses reach a large pool of nurses, technicians and support staff.

Source: City of Springfield, 2025 Annual Comprehensive Financial Report, Schedule 19 (Principal Employers, Springfield Chamber of Commerce data), Jun 2025

  • Missouri State University, whose main campus is in Springfield, requires single students under 21 with fewer than 27 transferable credit hours after high school to live in university housing.

For investors: Students who age out of the rule are the ones shopping for off-campus leases, which supports demand for small rentals near the university. Size a student house against the three-unrelated cap in R-SF zones, since a large house there may not legally hold one tenant per bedroom.

Investor Questions

Springfield Investor FAQ

Can I run a non-owner-occupied Airbnb in a Springfield, MO neighborhood zoned R-SF?

Yes, with a Type 2 permit. The house must be 500 feet from any other Type 2, you hold a neighborhood meeting, and the permit is denied if two adjacent owners or 30% of them, whichever is greater, object. Outside R-SF and R-TH, a non-owner rental is Type 3, limited to two per premises.

Does Springfield require a license for long-term rentals?

Only in West Central for now. Since March 23, 2026, single-family and duplex rentals there need a $35 annual license that includes the first inspection, followed by a city inspection every five years. The city will decide on citywide expansion after reviewing the pilot's first 12 months.

What happens to a Springfield short-term rental permit when I buy the property?

The permitted use can transfer if you file an application with the city within 30 days of the sale, and the transfer alone does not trigger a new occupancy inspection. Permits last one year with no grace period for renewal, and a lapsed non-owner permit can be forfeited.

How many unrelated tenants can share a Springfield rental?

Zoning allows no more than three unrelated occupants per dwelling in R-SF or R-TH districts and four in the R-LD, R-MD and R-HD multifamily districts. Short-term rentals follow the same limits.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing.
