Local Rules

Investing in Jackson: The Local Rules

Utilities

  • A federal court order of November 29, 2022 placed Jackson's water system under an interim third-party manager; JXN Water runs both drinking water and sewer service as that manager's agent under separate federal stipulated orders.

For investors: Water and sewer decisions for a Jackson rental, from rates to shutoffs, now run through a court-supervised utility rather than City Hall. Open accounts and service requests with JXN Water directly, and note that the federal court itself approved the 2026 rate change.

Source: JXN Water, About JXN Water (court order date) and Rates page (agent under water and sewer stipulated orders), Oct 2026

  • JXN Water reports repairing nearly 2,000 leaks and opening 3,300 closed valves since February 2023, yet it still posts precautionary boil water notices by street and address range after repair work.

For investors: Notices list exact address ranges and connection counts, so search a target street on that page before closing. Each notice follows repair work on the system, and tenants will need boil instructions each time one is active.

Source: JXN Water, Precautionary Boil Water Notices; About JXN Water (repair counts), Oct 2026

  • In Jackson the owner holds the water service line from meter to building, and JXN Water's online inventory map labels each line lead, non-lead, galvanized requiring replacement, or unknown.

For investors: Look up any Jackson purchase on the inventory map before closing. JXN Water says customers with known lead lines are contacted within six months to schedule replacement; because the meter-to-house section belongs to the owner, confirm how that stretch is handled before budgeting plumbing work.

Source: JXN Water, Lead Awareness and Public Education Program, Oct 2026

  • A court-approved JXN Water rate change on March 23, 2026 raised residential bills about 11.7%, an average $8.88 a month, bringing the average single-family water and sewer bill to about $88 monthly.

For investors: Landlords who include water in Jackson rents should revisit lease pricing. A combined account on a standard 5/8-inch meter also carries a $40 monthly availability charge before usage, which is billed at $7.48 per hundred cubic feet up to 50.

Landlord rules

  • JXN Water places yard signs and posters at Jackson rental properties as part of its notice process when an account may need attention, and tells renters to confirm whether their landlord pays the water bill.

For investors: A past-due owner-paid account becomes visible to every tenant at the property, and JXN Water says signs and mailed notices come before any shut-off. Owners who keep water in their own name can reduce that risk with autopay and a current mailing address on file.

Rental registration and inspection

  • Jackson's rental registration ordinance, rewritten December 2, 2025, makes a new owner register every rental unit within 90 days of taking ownership, even if the seller registered it, or face a $250 fine per unit.

For investors: Put registration with the Planning and Development Department's Rental Registration Division on every Jackson closing checklist. Single-family registration is $50, capped at $2,000 per owner, and the certificate of compliance lasts one year, with renewal due 30 days before it expires.

Rental inspections

  • Jackson inspects one unit for owners with five or fewer rentals, at $50 per single-family unit, checking for a kitchen fire extinguisher, bedroom smoke detectors, covered outlets and no active plumbing leaks.

For investors: The city gives 14 days' written notice of which unit it will inspect, and a failed unit gets 45 days to fix before a $50 reinspection. Stocking extinguishers and detectors at every turnover means whichever unit gets sampled is ready on inspection day.

Property tax

Tax calendar

  • Hinds County mails property tax statements the first week of December, payment in full is due by February 1, and a penalty of one-half percent a month applies to taxes paid after that date.

For investors: Statements name whoever owned the property on January 1, so after a mid-year Jackson purchase the bill may arrive in the seller's name. Settle the proration at closing and watch for the December statement, since a postmark after February 1 counts as late.

Flood zones

Hazards and insurance

  • FEMA's October 1, 2026 Community Rating System list keeps the City of Jackson at Class 10, the level that earns no flood insurance discount; Hinds County, a separate NFIP community, is Class 9.

For investors: NFIP policies on rentals inside Jackson city limits get no community credit, while the county's Class 9 brings a 5% discount in its own jurisdiction. Confirm which side of the city line a listing sits on before comparing flood quotes.

What drives rental demand

  • The University of Mississippi Medical Center in Jackson is the state's only academic medical center, enrolls more than 3,000 students and says its $2 billion budget represents 10 percent of the Jackson metro economy.

For investors: UMMC is one of Mississippi's largest employers and trains health science students on its Jackson campus, so rentals within easy reach of the medical center can draw on students, residents and hospital staff. That makes the area worth weighing for duplexes and small apartment buildings.
