Local Rules

Investing in Amarillo: The Local Rules

Short-term rentals

  • Amarillo charges a 7% hotel occupancy tax on lodging, plus 2% for the Amarillo-Potter Events Venue District, and short-term rental owners subject to it must collect it from guests and remit it to the city.

For investors: Quote Amarillo nightly rates with the 9% local levy added on top, since the city calls it a pass-through cost charged to guests. Set up the city filing account before the first booking so that month's stays are reported on time.

  • Amarillo's hotel tax code, last amended by Ordinance 7785 in October 2019, treats houses or apartments used as short-term rentals as hotels, while guests holding 30 or more consecutive days are exempt.

For investors: Under that definition an Amarillo house rented by the night is taxed like a motel room. A furnished rental leased to traveling medical staff for 30 days or longer falls outside the tax, which makes mid-term stays simpler to run.

Tax calendar

  • Amarillo lodging providers register free with the city by January 1 each year and file monthly by the 10th, zero returns included; late tax draws a 5% or 10% penalty plus 1% monthly interest.

For investors: An empty month between guests still needs a filed return, so an idle Amarillo listing can collect penalties from missed paperwork alone. Put the January 1 registration and the 10th of the month deadline on the calendar of whoever manages the property.

Property tax

  • Amarillo's 2026 tax rate notice put the no-new-revenue rate at $0.42170 per $100 of value and the voter-approval rate at $0.45252, the ceiling the council could adopt without an election.

For investors: The council then adopted $0.43070, about a penny above no-new-revenue and well under the ceiling, so no rate election was needed. Add the Potter or Randall County and school district levies to that city line when modeling an Amarillo purchase.

Source: City of Amarillo, Notice About 2026 Tax Rates (Form 50-212), Sep 2026

  • Amarillo's council adopted a 2026/2027 city tax rate of $0.43070 per $100, split $0.32412 for operations and $0.10658 for debt, raising 2.58% more property tax revenue than the prior budget.

For investors: Use $0.43070 for the city portion when you estimate the 2026 bill on an Amarillo rental. The city pegs the operations increase at about $9 a year on a $100,000 home, small next to the effect of a higher appraisal.

  • Amarillo runs public improvement districts in subdivisions such as Colonies, The Greenways, Heritage Hills, Quail Creek, Town Square, Tutbury and The Vineyards, where owners pay yearly assessments calculated by the Potter-Randall Appraisal District.

For investors: Amarillo PID assessments ride on the Potter or Randall County tax bill and are often figured from lot square footage. Check the latest bill for a PID line before making an offer, and add it to escrow when you size rent coverage.

Utilities

  • Amarillo bills a drainage utility fee based on each property's impervious surface, and the money maintains storm pipes, pump stations and the city-owned playa lakes that hold stormwater runoff.

For investors: Residential lots fall into three tiers by roof and paving area, and the charge appears monthly on the occupant's city utility bill. Low lots near a playa lake can take water in heavy storms, so check the city's Playa Lake Dashboard before buying nearby.

Permits and occupancy

  • Amarillo Building Safety requires a permit before anyone builds, alters, repairs, demolishes or changes the occupancy of a building, and it issues all permits and contractor licenses online through MGO Connect.

For investors: Amarillo lets owners pull their own permits only at a homestead address, so renovation on a rental generally runs through a city-licensed contractor. Ask the seller for permit history, and check the city's issued permit reports, which go back to 2008.

ADUs and lot splits

  • Amarillo's Planning Department offers an interactive map showing zoning, FEMA flood data and public improvement district boundaries, and issues zoning verification letters on request through cityplanning@amarillo.gov or 806-378-6290.

For investors: Before underwriting a duplex conversion or a small apartment building, confirm the zoning on the city map and get a verification letter in writing. The same map shows whether the lot falls in a mapped flood area or a PID, both of which change the numbers.

What drives rental demand

  • Pantex, the federal plant in Amarillo that assembles and disassembles the nation's nuclear weapons, counted 4,626 employees in July 2024, up from about 3,100 a decade earlier, making it the Panhandle's largest employer.

For investors: Thousands of steady federal contract paychecks support long-term rental demand across Amarillo. The plant also said it would house 300 employees inside the city to handle growth and telework, adding in-town demand for workforce housing.

  • Amarillo's final water agreement with Fermi America, dated October 30, 2025, allows up to 2.5 million gallons a day for 20 years at twice the rate charged a same-size connection inside city limits.

For investors: Fermi pays for the pipeline and pumps to reach its campus outside the city. If that campus builds out, construction crews and new staff could lift demand for furnished mid-term and long-term rentals in Amarillo.

Do some Amarillo subdivisions charge assessments on top of property tax?

Why does an Amarillo water bill carry a drainage charge?

The city funds storm pipes, pump stations and playa lakes through a drainage utility fee tied to each property's impervious surface, so a bigger roof and driveway pay more each month.
