Local Rules

Investing in Vancouver: The Local Rules

Rental registration and inspection

  • Since January 1, 2026, owners of rental units inside Vancouver, Washington city limits must register them every year at $30 per unit; owner-occupied single-family homes and properties outside city limits are exempt.

For investors: Rented ADUs and duplex units still count in Vancouver, though the unit the owner lives in does not. The fee is waived for units restricted to tenants under 60% of area median income, and 2027 fees are due February 15, 2027.

Source: City of Vancouver, Rental Registration Program, Oct 2026

  • Vancouver's rental registration covers furnished units rented for 30 days to six months, and a registration must transfer to a buyer within 60 days of a sale at no added fee.

For investors: Mid-term rentals to traveling nurses or students in Vancouver count as rental units, so register them like any lease. When buying, have the seller's registration moved into your name within 60 days so the property stays in compliance.

Rental inspections

  • Vancouver plans a second phase adding rental inspections once registration is underway in 2026, plus a tenant relocation fund for renters displaced by health and safety issues, landlord non-compliance or natural disasters.

For investors: The $30 registration fee does not pay for future inspections, so expect separate costs when Vancouver designs that phase; the city's September 2026 timeline puts the first health and safety inspections in mid-2027. Address habitability items in older Vancouver stock now.

Landlord rules

  • Vancouver has required rental property owners to hold a city business license since January 1, 2019, one for each rented legal parcel, and all rental income counts as gross income on the application.

For investors: An investor holding several Vancouver rentals in one LLC still needs a license for each parcel, though one apartment complex under a single state UBI needs only one. Property managers license once for their office, not per property.

Source: City of Vancouver, FAQ: Business License Requirement for Rental Property Owners (January 2026), Oct 2026

  • Vancouver's city business license fees changed January 1, 2026: no city fee for in-city gross income of $4,000 or less, $53 above that through $53,000, and $347 plus $165 per calculated employee beyond $53,000.

For investors: The city lists these as fees per license, and Vancouver licenses each rented parcel, so the tiers apply parcel by parcel. The employee fee counts owners and managers working in the city, dividing reported hours by 1,664, with a minimum of one.

Short-term rentals

  • A Vancouver short-term rental permit requires at least $1 million in liability insurance, mailed notice to abutting and adjacent property owners with an affidavit of mailing, and the city permit number in all advertising.

For investors: The neighbor letter must state how many bedrooms go to overnight guests and give an owner or operator phone number, and the affidavit need not be notarized. After approval, a city planner emails the permit number and the fees owed.

Source: City of Vancouver Community Development, Short-Term Rentals (STR), Oct 2026

  • Vancouver caps short-term rental permits citywide at 870, or 1% of its roughly 87,000 housing units, and staff report the rentals' effects on the housing market to the City Council quarterly.

For investors: With a hard cap, a Vancouver buyer counting on nightly income should confirm a permit can be obtained before closing. Complaints can lead to correction notices, violation notices or permit revocation, so follow the city's good neighbor guidelines.

Source: City of Vancouver Community Development, Short-Term Rentals (STR), Oct 2026

  • Vancouver does not count an owner-occupied home, lived in at least six months a year with fewer than three rooms rented at a time, as a short-term rental under its permit rules.

For investors: An owner who lives in a Vancouver house and rents one or two rooms to travelers stays outside the permit and the citywide cap. A non-resident investor renting a whole unit for under 30 nights needs the full permit.

ADUs and lot splits

  • Vancouver allows middle housing, from duplexes to sixplexes, townhouses and cottage housing, in Low-Scale and Medium-Scale Neighborhood zones; one to six units of three floors or fewer use a residential building permit.

For investors: A Vancouver project of seven or more units on a parent parcel, or four or more stories, adds a land use review. Before applying, the city requires a Request for Utility Services to see whether civil engineering review is needed.

Source: City of Vancouver Planning, Middle Housing, Oct 2026

  • Vancouver treats a unit of 1,000 square feet or less as an ADU, charges it 50% of the main home's impact fees, sets no parking minimum, and lets ADUs be rented or sold separately.

For investors: Adding a backyard unit to a Vancouver rental house costs half the impact fees of a new home, and an ADU built as an addition or remodel may qualify for up to three years of tax relief if the owner applies with the Clark County Assessor before completion.

Property tax

  • Clark County's 2026 levy report puts tax area 037000, the City of Vancouver within Vancouver School District, at about $9.69 per $1,000 of assessed value, including $2.41 for the city and $0.25 for affordable housing.

For investors: Vancouver's rate varies by tax area within the city, so read the tax code area on the Clark County statement before modeling a rental's carrying cost. Part of the city's share is a dedicated affordable housing levy.

What drives rental demand

  • A 2022 economic impact study cited by the Port of Vancouver USA credits the port with nearly 20,000 jobs, including 3,849 direct jobs, and $2.9 billion a year in regional economic activity.

For investors: The port reports nearly 4,000 people working at businesses on its Columbia River property and calls itself Clark County's second largest source of employment, a jobs base that supports renter demand in the city.
