Short-term rentals
Chula Vista issues short-term rental permits only to people whose primary residence is in the city, and each resident may hold at most one primary-residence and one non-primary-residence permit.
For investors: An investor who lives outside Chula Vista cannot permit a vacation rental here at all, and a local owner gets a single non-primary slot. Any further investment property in the city has to earn its return from long-term leases.

A buyer of a permitted Chula Vista short-term rental must file a permit transfer application within 14 calendar days of the ownership change, or cannot operate under the seller's permit.
For investors: If nightly income is part of a Chula Vista purchase, put the transfer filing on the closing calendar and confirm you meet the residency rule and permit limit first. A permit can never be moved to a different property.

Whole-home rental of a Chula Vista primary-residence short-term rental is capped at 90 days a year; a non-primary-residence rental has no yearly cap but needs a two-night minimum for whole-home stays.
For investors: The non-primary permit is the one that supports year-round nightly income on a Chula Vista investment house. Renting out the home you live in while away tops out at about three months of whole-home bookings a year.

Chula Vista charges a 10% transient occupancy tax on stays of 30 days or less, due by the last day of the following month; short-term rentals register under Municipal Code 3.40.060.
For investors: Build the 10% into nightly pricing and register through the city's short-term rental portal before the first booking. Stays longer than 30 days are exempt but still go on the city's return form, so keep those leases on file.
