Local Rules

Investing in Corona: The Local Rules

Hazards and insurance

  • Since July 4, 2025, under Ordinance 3418, every Corona property sale in a High or Very High Fire Hazard Severity Zone needs a Corona Fire defensible-space inspection, currently $170, paid before scheduling.

For investors: In escrow on a hillside Corona rental, ask the seller to order the Corona Fire inspection early, since the fee is paid before a date is set. A clean report also gives you a record of defensible space to show an insurer.

Source: Corona Fire Department, AB 38 Property Sales, Oct 2026

  • Without a seller compliance report at close of escrow in Corona's Very High zone, the buyer agrees in writing to obtain one within a year; inspections under six months old count.

For investors: Accepting that one-year promise makes brush clearing and any corrective work your cost after closing. Price the clearance into the offer and book the Corona Fire visit before the first tenant moves in, so access is not a problem.

Permits and occupancy

  • Once Corona adopted the 2025 state fire-zone maps, building permits for structures in both High and Very High Fire Hazard Severity Zones must meet California Building Code Chapter 7A wildfire standards.

For investors: This reaches ADUs, additions and rebuilds on Corona's hillside lots, not only new tracts. Wildfire-resistant materials raise construction cost, so get a contractor bid that reflects Chapter 7A before counting on a backyard unit to lift rent.

Short-term rentals

  • On October 18, 2023 Corona's council adopted Urgency Ordinance 3380, ending short-term residential rentals and new permits; rentals already permitted could run only until their permits expired.

For investors: Value any Corona listing pitched with past vacation-rental income as a long-term rental, since the city stopped issuing permits in 2023 and older ones ran only to their expiration dates. Nightly income in western Riverside County has to come from outside Corona.

Source: City of Corona Planning Division, Oct 2026

  • Corona charges a 10% transient occupancy tax on lodging rent under Municipal Code Chapter 3.34, with monthly returns due by the last day of the following month.

For investors: Corona exempts stays of more than 30 consecutive days, so a furnished home leased past that point to traveling workers or relocating families falls outside the tax. Keep the signed agreements on file, since the city requires documentation for the exemption.

Rent control and eviction rules

  • Corona's rent stabilization ordinance, adopted December 3, 2025 and effective January 2, 2026, applies only to mobilehome parks; park owners need city approval for space-rent increases from April 2, 2026.

For investors: For houses, condos and apartment buildings, Corona adds no local cap on top of state law, so rent growth on a purchase follows the statewide limits. Only a buyer of a mobilehome park faces city approval of space-rent increases.

Source: City of Corona, Mobilehome Park Rent Stabilization Ordinance, Jan 2026

  • Corona's City Council also adopted a resolution declaring its intent not to adopt rent stabilization provisions for anything other than mobilehome parks.

For investors: A resolution of intent does not bind future councils, yet it signals that houses and small apartment buildings in Corona are not the target of local rent rules, which supports long holds built on market rent growth.

Source: City of Corona, Mobilehome Park Rent Stabilization Ordinance page (council resolution of intent), Oct 2026

Transfer tax

  • Corona deeds pay only Riverside County's documentary transfer tax of $0.55 per $500 of value, while property inside the neighboring City of Riverside is taxed at $1.10 per $500.

For investors: The tax on a Corona purchase is collected when the deed records, with no added city layer. Against a similar deal in Riverside proper, Corona halves the transfer tax, a difference that grows on a fourplex.

Property tax

  • Corona's Finance Department lists active Mello-Roos community facilities districts numbered from 97-2 through 2018-2, and links separately to Corona-Norco Unified School District districts.

For investors: Newer Corona tracts often carry these special taxes on the property tax bill on top of the base rate, which can push the bill well above a resale in an older neighborhood. Pull the actual bill for the parcel before running rent coverage.

Utilities

  • Corona's Utilities Department supplies water and, in part of the city, electricity; it charges a $29 new-account fee and offers owners a Continuous Service Agreement keeping water on while a rental sits vacant.

For investors: Sign the Continuous Service Agreement right after closing so landscaping and turnover cleaning do not stall between tenants. City electric service covers only part of Corona, so confirm the power provider for each address.

Flood zones

  • Corona's Public Works customer service counter can help an owner find out whether a property is in a flood zone, and for certain properties the city can supply an elevation certificate for a fee.

For investors: If a lender or insurer flags a Corona address as flood exposed, ask the city before hiring a surveyor, since a city elevation certificate may be quicker. Check FEMA's map as well, because it drives the insurance requirement.

What drives rental demand

  • Corona's economic development office places the city at the junction of Riverside, Orange, Los Angeles and San Bernardino counties and names construction, manufacturing, health care and retail as its largest industries.

For investors: Tenants in Corona can reach jobs in neighboring counties while local trade, factory and medical work adds demand inside the city. When comparing neighborhoods for a rental, weigh how quickly each reaches the city's two major freeways.
