Rental registration and inspection
Any Grand Rapids unit occupied by someone other than the owner needs a city Certificate of Compliance, issued after a housing code inspection, before a tenant can live there.
For investors: Inspectors apply the city's property maintenance code, built on the 2021 International Property Maintenance Code with local amendments. Schedule the inspection as soon as you take title to a vacant house, since no tenant can move in until the certificate issues.

Grand Rapids' housing fee schedule effective July 1, 2026 charges $210 per building plus $80 per unit for an on-time Certificate of Compliance, rising to $330 plus $125 per unit after expiration.
For investors: A fourplex renewed on time costs $530 versus $830 once the certificate lapses, and occupying a unit without a certificate adds a $380 charge. A Notice of Violation costs $265 per building plus $100 per unit, so verbal orders are worth clearing quickly.

Grand Rapids rental owners must register their properties with the city every year, and vacant properties must be registered within 15 days of becoming vacant.
For investors: Registration lists the owner and any manager so complaints reach the right person, and the 2026 fee schedule charges $0 for it. A house that sits empty between tenants or during a long rehab must be registered as vacant within 15 days.
