Local Rules

Investing in Moreno Valley: The Local Rules

ADUs and lot splits

  • Moreno Valley requires every accessory dwelling unit lease to run 31 days or longer; short-term vacation rental is not a permitted use for an ADU.

For investors: An ADU in Moreno Valley only earns long-term rent, so underwrite it at monthly market rent rather than nightly rates. Write every lease for 31 days or more, including furnished stays for reservists or hospital staff.

  • Moreno Valley offers seven city-owned pre-approved ADU plans, from a 306-square-foot studio to a 988-square-foot three-bedroom, each with a required submittal template.

For investors: Choosing between the two-bedroom plans, 779 or 910 square feet, lets an investor size a backyard rental to the lot. A city-owned plan saves design time, but the plan page lists no fees, so get an estimate from the permit counter first.

Landlord rules

  • Moreno Valley requires a city business license for any rental property, including a single rented house or ADU.

For investors: Apply to Moreno Valley Business Licensing after closing on each rental and carry the license cost in the operating budget. The city applies the rule to any rental property, so a lone rented house or an ADU rental is covered, not just apartment buildings.

Transfer tax

  • Moreno Valley deeds pay Riverside County's documentary transfer tax of $0.55 per $500 of value; the county recorder lists only the City of Riverside as taxed at double that rate.

For investors: On a $600,000 Moreno Valley duplex the transfer tax comes to $660, half what the same price would pay inside the City of Riverside next door. That keeps acquisition costs lower when comparing the two markets.

Utilities

  • Moreno Valley voters approved a 5.75% utility users tax on electricity, energy, water, sewer, cable, wireless and telephone charges, cut from 6% in 2008; it is the city's third-largest revenue source.

For investors: If a Moreno Valley landlord pays water and sewer for a duplex or small apartment building, add 5.75% to those bills in the expense budget. Separate meters in tenants' names shift the tax to the tenants along with the service.

  • Moreno Valley Utility, a city-owned electric enterprise, serves the city's newly developed areas under a greenfield model; it began serving customers in February 2004 and took in $71.1 million in FY 2024-25.

For investors: Whether a Moreno Valley rental buys power from the city utility depends on where and when it was built. Confirm the electric provider for the address before estimating owner-paid power on a newer home or small building.

What drives rental demand

  • Moreno Valley's 2025 financial report ranks March Air Reserve Base, about 7,000 workers, as the top employer, followed by Riverside County Regional Medical Center at 4,533 and the Amazon fulfillment center at 3,733.

For investors: Two of the three largest Moreno Valley employers are public, a reserve base and a county hospital, so rental demand does not rest on one private company. Compare commute times to both sites when choosing a neighborhood for a single-family rental.

Source: City of Moreno Valley, 2025 Annual Comprehensive Financial Report, Principal Employers, Jun 2025

  • Distribution centers make up most of the private names on Moreno Valley's employer list: Amazon, Ross, Harbor Freight Tools and Procter & Gamble together employed about 7,250 people in the city's 2025 financial report.

For investors: Warehouse shift workers are a large renter pool here, but the Amazon site's headcount fell from 7,500 in 2016 to 3,733, a reminder that logistics jobs move. Underwrite a Moreno Valley rental on rents that hold if one site cuts staff.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing.
