Local Rules

Investing in Bowie: The Local Rules

Rental registration and inspection

  • Every rental inside Bowie city limits needs a City of Bowie rental license, even when the owner or a relative lives there, and licensed rentals are inspected every year.

For investors: Basement apartments and in-law suites in an owner's home are covered too. The city gives at least ten days' notice before an interior inspection, and refusing entry is grounds to deny or revoke the license, so arrange access with tenants early.

Source: City of Bowie, Rental Housing Program; Rental License Application (rev. 7/26), Oct 2026

  • Bowie's annual rental license costs $120 per house or apartment unit and $400 for a short-term rental, plus a $50 application fee that is waived on renewals filed before the license expires.

For investors: A late renewal brings a $50 re-application fee, and the city may charge $50 for each extra inspection after failed items. Three licensed houses therefore run $360 a year in license fees before any repair costs.

Rental inspections

  • Bowie rental license applicants for homes built before 1978 must supply a Maryland Department of the Environment lead certificate, and smoke detectors are required on every floor and in every bedroom.

For investors: Battery smoke alarms must be sealed long-life units no more than ten years old, and carbon monoxide detectors go on each level of a home with fuel-burning equipment, a fireplace or an attached garage. Levitt's early-1960s Bowie houses all predate 1978, so expect the lead step.

Landlord rules

  • Bowie requires a local or resident agent within 50 miles of the city on the rental license when the owner lives more than 50 miles away or the owner is a business entity.

For investors: Holding a Bowie rental in an LLC triggers the agent rule even for an owner who lives nearby, so name a manager or agent on the application. Inspection and violation notices go to that agent, so an unresponsive one becomes a fine risk.

Short-term rentals

  • Short-term rentals such as Airbnb need a Bowie rental license costing $400 a year plus a $50 application fee, and the license applies even when the owner lives in the home.

For investors: The short-term license costs more than three times the $120 long-term fee, and the home still gets the yearly city inspection. Bowie lists short-term use alongside partial-home rentals, so letting a single room to guests needs the license too.

Property tax

Rent control and eviction rules

  • Prince George's County's rent stabilization law applies inside its municipalities, including Bowie, capping yearly increases on regulated units at the lesser of CPI plus 3% or 6%, with each year's cap published by May 1.

For investors: The cap follows the unit, not the tenant, so it limits a new tenant's starting rent as well as renewals. Check DPIE's current July to June allowance before raising rent, since a first violation carries a $1,000 penalty and later ones up to $5,000.

Source: Prince George's County DPIE, Permanent Rent Stabilization Law FAQs (CB-055-2024), May 2025

  • The county cap exempts units whose first use and occupancy permit was issued in 2000 or later, accessory dwelling units, and units of a natural person or living trust owning five or fewer county rentals.

For investors: The small-landlord exemption covers individuals and living trusts, so moving five Bowie houses into an LLC can make them regulated units. Condos are exempt only when owned by someone domiciled in the county, which an out-of-county investor cannot claim.

Transfer tax

  • Bowie sits in Prince George's County, whose Code sets a 1.4% transfer tax on deeds and on non-purchase-money mortgages, and a recordation tax of $2.75 per $500 (sections 10-188 and 10-192).

For investors: A $400,000 Bowie purchase owes $5,600 in county transfer tax and $2,200 in recordation, before the state's share. A later refinance can owe recordation on principal above the unpaid old balance and transfer tax above the original loan amount, or both on the whole loan after a cash purchase.

Utilities

  • Bowie runs its own water and sewer service, built by the Levitt Corporation in the early 1960s; its plant serves about 7,900 customers in listed neighborhoods such as Kenilworth, Somerset and Tulip Grove.

For investors: Bills are mailed quarterly and due about three weeks after issue, and the rental application holds owners on city water ultimately responsible, with unpaid bills becoming a lien. Other Bowie neighborhoods use the Washington Suburban Sanitary Commission, so confirm the provider before budgeting.

ADUs and lot splits

  • Bowie has no planning and zoning authority of its own; Prince George's County and its planning commission handle development review, while the city decides variances and departures from the county zoning ordinance.

For investors: Adding a unit, converting a house or changing its use in Bowie runs through the county zoning ordinance, not City Hall. A variance request goes to the city instead, and the city makes recommendations to the county on significant projects inside its limits.

What drives rental demand

  • Bowie State University, founded in 1865 and the oldest historically Black university in Maryland, sits on a 300-acre campus in Bowie with seven residence halls.

For investors: The city notes a MARC commuter rail stop at the university on the line between Baltimore and Washington, which widens the renter pool beyond students, faculty and staff to rail commuters working in either city.

Investor Questions

Bowie Investor FAQ

Is a Bowie rental owned through an LLC subject to the county rent cap?

It can be. Prince George's rent stabilization covers Bowie, and its small-landlord exemption covers natural persons, their living trusts and decedents' estates owning five or fewer county units, not LLCs. Units first permitted for occupancy on or after January 1, 2000 are exempt whoever owns them.

What does Bowie charge to license a rental each year?

The city charges $120 per house or apartment unit, $400 for a short-term rental, and a $50 application fee waived on timely renewals. Every rental, even one shared with the owner, is inspected yearly.

What will property taxes be on a Bowie rental?

About $1.89 per $100 of assessed value for 2026-27: the city's $0.58, Prince George's County's $0.878 rate inside Bowie, the state's $0.112, and $0.32 more for park and planning and transit. Homestead caps protect only owner-occupied principal residences.

Who approves zoning changes for a Bowie property?

Prince George's County and its planning commission. Bowie has no zoning authority of its own, though the county delegated variance and departure decisions to the city, and the city comments on major development applications.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing.
