Local Rules

Investing in Pittsburgh: The Local Rules

Transfer tax

  • A Pittsburgh deed carries 5% realty transfer tax: 3% to the city, 1% to the Pittsburgh School District and 1% to Pennsylvania, collected by Allegheny County's Department of Real Estate at recording.

For investors: The city's 3% includes a home rule levy that Pittsburgh Code Chapter 256 raised from 1.5% to 2% starting January 2020. Budget the same 5% again as an exit cost, since the tax applies to each later transfer of a Pittsburgh rental.

Property tax

  • Pittsburgh's 2026 tax worksheet applies 9.67 city mills, 0.50 parks mills, 0.25 library mills and 10.457 school district mills to each property's Allegheny County assessed value.

For investors: The Act 50 homestead exclusion requires owner occupancy, so a rental is taxed on its full county assessment at these rates. Enter the parcel's assessed value in the city worksheet to estimate the city, parks, library and school portion before setting rent.

Source: City of Pittsburgh Department of Finance, 2026 Property Tax Worksheet, Oct 2026

Tax calendar

  • Pittsburgh's city, school, parks and library tax bill goes out in mid-January; pay it by February's end or in three installments through July, taking 2% off when paid by February 10.

For investors: Paying less than the full first installment by the end of February makes the whole year's tax due, with interest from March 1. Delinquent school taxes go to an outside collector and a parcel can reach a Treasurer's Sale, so request the city's tax certification letter before closing.

Rental registration and inspection

  • Pittsburgh's Residential Housing Rental Permit program opened on December 19, 2024, but the Department of Permits, Licenses, and Inspections says compliance stays voluntary until further notice and it seeks no penalties meanwhile.

For investors: PLI must publish revised rules and send them to City Council at least 30 days before enforcement. Fees paid while voluntary are credited later, and PLI's own example puts registration plus inspection for a four-unit building at $77.50, with a $16 renewal once it passes.

Source: City of Pittsburgh Department of Permits, Licenses, and Inspections, Registrations, Sep 2026

  • Pennsylvania's Supreme Court in June 2024 dismissed the challenge to Pittsburgh's 2015 rental permit ordinance as moot, since the city had replaced it with Ordinance 2022-0270, and vacated the Commonwealth Court ruling against it.

For investors: The vacated March 2023 ruling had held that the 2015 ordinance broke a state limit on home rule powers. Older headlines about the registry being struck down describe that superseded law, so watch PLI for the enforcement notice on the current program instead.

Rental inspections

  • Under PLI's rental permit rules, a unit that passes inspection earns a non-provisional permit good for three years with yearly renewals and no new inspections, and a buyer must re-register within 60 days of transfer.

For investors: Units with a certificate of occupancy issued within three years of registration skip the inspection, and owner homes used as short-term homestays count as rental units. The December 2024 rules allow a $500 fine per unit occupied without a non-provisional permit once PLI enforces them.

Permits and occupancy

  • Pittsburgh requires a zoning property certification at every real estate closing for a sale or refinance, showing the zoning district, legal use, any occupancy permit on file, historic district status and active code violations.

For investors: Order it early on a refinance as well as a purchase. It states whether the current use is legal, so a house rented as three units can be checked against its approved use, and an open violation or missing occupancy permit surfaces before closing.

ADUs and lot splits

  • Pittsburgh's zoning office says a single-family house cannot automatically become a two-family home even where the district allows two-family dwellings; side yard setbacks, lot area and parking rules still apply.

For investors: Compare the lot's area, side yards and parking against the district standards before paying for upside from a second unit. A shortfall means asking for a variance with no assured approval, so value a Pittsburgh conversion candidate on its current legal use.

Source: City of Pittsburgh Department of City Planning, Zoning FAQ, Oct 2026

  • Pittsburgh's inclusionary zoning applies in Lawrenceville, Bloomfield, Polish Hill and Oakland (except its EMI district) and requires new or majorly renovated projects of 20 or more units to price 10% of units affordably.

For investors: The threshold counts the whole project, so a duplex, fourplex or 12-unit walk-up in these neighborhoods sits below it and carries no affordable set-aside. Anyone assembling lots toward 20 or more units should budget for 10% of them carrying income and rent limits.

Utilities

  • Pittsburgh Code Chapter 433 bars selling a city property with a building unless the seller delivers a water and sewer authority Evidence of Compliance confirming no downspouts or roof drains feed sanitary sewers.

For investors: Sellers apply to PWSA at least 14 days before closing, after a plumber's dye test where sanitary sewers serve the lot. Certificates last three years. Unfinished repairs call for a temporary one, 60 days at most, backed by a plumber contract, 120% cash security and the buyer's pledge on overruns.

Short-term rentals

  • Allegheny County's 7% hotel room rental tax covers short-term rentals, and each Pittsburgh operator must register with the county Treasurer's Special Tax Division even when a booking platform remits the tax.

For investors: The operator still reports taxable revenue and must show proof that the platform paid. PLI's rental permit rules also treat owner homes used for short-term homestays as rental units, so a furnished Pittsburgh rental answers to both the county tax office and PLI.

What drives rental demand

  • UPMC, headquartered in Pittsburgh and affiliated with the University of Pittsburgh's health sciences schools, reports 100,000 staff and more than 40 hospitals system-wide and calls itself Pennsylvania's largest nongovernment employer.

For investors: The 100,000 figure spans Pennsylvania, New York, Maryland and overseas sites, so it overstates local jobs. Pittsburgh still holds the headquarters and flagship hospitals in Oakland and Shadyside, so check a target rental's commute to those campuses when sizing tenant demand.

Investor Questions

Pittsburgh Investor FAQ

What transfer tax applies when buying a Pittsburgh rental?

Pittsburgh deeds carry 5% realty transfer tax: 3% to the city, 1% to the Pittsburgh School District and 1% to the state. Allegheny County's Department of Real Estate collects it when the deed is recorded.

Do Pittsburgh landlords have to register rentals yet?

Not yet. PLI opened its Residential Housing Rental Permit program in December 2024, but compliance is voluntary until further notice, and PLI must give at least 30 days' notice before enforcing. Fees paid now are credited later; PLI's example puts registration and inspection fees for a four-unit building at $77.50.

What does a Pittsburgh seller need from the water and sewer authority before closing?

An Evidence of Compliance from PWSA under Code Chapter 433, applied for at least 14 days before closing. Where sanitary sewers serve the lot, a registered plumber runs a dye test first, and any illegal stormwater connection must be fixed or covered by a temporary certificate.

Do Pittsburgh Airbnb hosts owe hotel tax?

Yes. Allegheny County's 7% hotel room rental tax covers short-term rentals, and every operator must register with the Treasurer's Special Tax Division and report revenue, even when the booking platform collects and remits the tax.
