Short-term rentals
Santa Rosa requires a permit for every short-term rental, issued only to the owner, non-transferable and renewed yearly; hosted stays, with the owner living and sleeping on site, are allowed citywide with no permit cap.
For investors: To count as hosted, the owner must live at the Santa Rosa property more than half the year, so a part-time residence will not qualify. Neighbors are notified of new permits, and no listing or advertising may go up before approval.

Santa Rosa is not accepting new non-hosted short-term rental applications, and existing non-hosted permits are capped at 182 citywide, a number the city says will keep shrinking.
For investors: A buyer generally cannot take over a seller's non-hosted permit, since permits do not transfer except in limited cases. Underwrite a Santa Rosa purchase on 30-day-plus leases unless the investor will actually live on site.

Santa Rosa will not issue short-term rental permits for ADUs or junior ADUs, affordable or income-restricted units, student or senior housing, transitional housing, or temporary structures such as RVs, yurts and tents.
For investors: A backyard unit added in Santa Rosa has to earn its keep on monthly or longer leases. Value it against long-term rents near the junior college and the hospital campuses rather than nightly rates, and check HOA rules, which can ban short stays outright.

Santa Rosa's lodging tax rose to 11% on January 1, 2025 after a November 2024 ballot measure, and a 3% city Tourism Business Improvement Area assessment also applies to every lodging establishment.
For investors: Guests pay these charges, but the host collects and remits them by the last day of the month after each quarter closes. A late return adds a 10% penalty, a second 10% after another 30 days, and interest of half a percent a month.

Under voter-approved Measure EE, Santa Rosa short-term rental operators have also needed a city Business Tax Certificate since January 2025, on top of the rental permit itself.
For investors: A Santa Rosa host now keeps three city accounts in good standing: the yearly permit, the lodging tax registration and the business tax certificate. Each runs on its own renewal or filing cycle, so track all three on one calendar.
