Local Rules

Investing in Fort Worth: The Local Rules

Short-term rentals

  • Fort Worth bars short-term rentals, stays of 1 to 29 days, in its residential districts A, AR, B, R1, R2, CR, C, D and UR, while allowing them in mixed-use and most form-based districts.

For investors: The one-family A districts and even the C and D multifamily districts are on the banned list, so nightly income from a typical neighborhood purchase is off the table. The only route is a planned development rezoning, which the city does not promise.

Source: City of Fort Worth, Short-Term Rentals, Oct 2026

  • An eligible Fort Worth short-term rental must register before listing, at $150 the first year and $100 each renewal, upload a zoning confirmation showing success, and post the registration inside; it does not transfer.

For investors: A buyer of a registered unit in a mixed-use district starts over with a new registration and zoning check. Run the zoning confirmation on the city site before closing, since a failed result ends the short-term plan.

Tax calendar

  • Fort Worth collects a 9% hotel occupancy tax, a 7% hotel tax plus a 2% convention tax, filed on the Localgov portal by the 25th each month, even at $0, with a 15% late penalty.

For investors: Unpaid tax also accrues 10% annual interest on top of the penalty. Build Localgov filing into the property manager's monthly close so a zero month never becomes a missed one, and remember the deadline is the 25th, later than the state's 20th.

Rental registration and inspection

  • Fort Worth's multifamily program covers triplexes and any three or more units on one lot or connecting lots under the same owner, at a flat $13 per rental unit registered each year.

For investors: Two duplexes on adjoining lots with one owner count as four units under this rule, so the program reaches more small investors than a building count suggests. Owners living outside Texas must also name a local agent for legal service and an emergency contact.

Source: City of Fort Worth Code Compliance, Multifamily Inspection and Registration Program, Oct 2026

  • Registering a one- or two-family rental in Fort Worth is voluntary when it has no violations, but becomes mandatory after fire safety or public health code violations, at $200 a year per affected unit.

For investors: A clean single-family rental carries no registration cost, but a sanitation or fire citation brings a $200 annual fee for each affected unit. Clear inherited code cases before closing and keep smoke alarms and trash service current.

Landlord rules

  • Inside Fort Worth's TCU Overlay District, single-family zoned homes may house no more than three unrelated people, and one- and two-family dwellings there had to register with the city.

For investors: A five-bedroom house near Texas Christian University cannot legally be leased by the bedroom to five students unless it holds registered nonconforming status, which had a March 31, 2015 deadline. Confirm the overlay boundary and status before pricing a student rental.

Source: City of Fort Worth Code Compliance, Rental Registration (TCU Overlay), Oct 2026

Property tax

  • Fort Worth adopted a city rate of $0.70565 per $100 for fiscal 2027 (tax year 2026), up from $0.6700 for 2025; Tarrant Appraisal District values most city property and the county tax office collects.

For investors: The 3.565-cent increase adds about $107 a year on a $300,000 rental before value changes. School, county, college and hospital district levies come on top, so project the full Tarrant County bill, not just the city piece.

Hazards and insurance

  • Fort Worth credits its floodplain management plan with keeping a Community Rating System Class 7, which takes 15% off flood insurance premiums for policyholders in the city.

For investors: The discount is modest compared with the region's best ratings, so the premium still depends mostly on the building's elevation. Get an elevation certificate for any rental near the Trinity River or its tributaries before you price coverage.

Flood zones

  • Fort Worth says most reported flooding happens outside the FEMA floodplain; since July 15, 2024, its own mapped City Flood Risk Areas regulate development, and Potential High Water Areas serve as warnings.

For investors: A clean FEMA map does not clear a Fort Worth address. Check the city flood risk mapping too, because a City Flood Risk Area can add requirements to additions or rebuilding, and a high-water area may justify flood coverage the lender does not require.

Utilities

  • Fort Worth bills a monthly stormwater fee on single-family homes from $3.65 for up to 1,300 square feet to $14.58 above 3,394 square feet, effective January 1, 2026, with a 5% rise proposed for 2027.

For investors: Spell out in the lease whether tenant or owner pays the stormwater charge. It is small per house, but on a portfolio of larger homes the top tier costs about $175 a year each, and the proposed increase would start January 2027.

What drives rental demand

  • Fort Worth and Dallas jointly own DFW International Airport, which reports more than $78 billion in yearly economic impact, more than 86 million customers a year and 193 domestic nonstop destinations.

For investors: Airline, cargo and logistics jobs tied to the airport keep a steady base of working renters in the region. For Fort Worth investors, commute time to DFW is a practical screen when choosing between workforce rental neighborhoods.
