Local Rules

Investing in Manchester: The Local Rules

Property tax

  • Manchester's 2025 property tax rate is $20.24 per $1,000 of assessed value: $10.04 municipal, $7.33 local schools, $1.51 state education and $1.36 county.

For investors: Manchester's rate applies per $1,000 of assessed value, so model a rental's bill from the parcel's assessment rather than the price. The $10.04 municipal share, the largest piece in 2025, follows the city budget, so watch budget season for the direction of the next rate.

Source: City of Manchester Assessors, Tax Rates, Oct 2026

  • The state's 2025 equalization ratio puts Manchester assessments at 64.8% of market value on average, so the $20.24 rate for 2025 applies to values well below typical sale prices.

For investors: A Manchester buyer paying well above assessed value can expect a tax bill that looks low against the price, but compare the parcel's assessment with recent sales before relying on it. The city says the state had not yet set the 2026 ratio when this was checked.

Source: City of Manchester Assessors, Tax Rates, Oct 2026

  • Manchester's posted tax rate fell from $24.66 in 2020 to $17.68 in 2021, then rose every year since, to $18.24, $18.86, $19.58 and $20.24 for 2025.

For investors: Manchester's rate has gone up every year since 2021, so underwrite a rental here with a rising tax line rather than holding today's bill flat, and check the parcel's assessment history on the city's records as well.

Tax calendar

  • Manchester mails its first property tax bill in late May or early June and the final bill in mid to late November, each due 30 days later, with 8% yearly interest after the due date.

For investors: The state issues Manchester's rate in October or November, just before the final bill, so the new year's rate first shows up on that bill, which matters when prorating taxes at a summer closing. Once unpaid taxes become a lien, interest rises to 14% a year.

Short-term rentals

  • Manchester's zoning ordinance defines a short-term rental as stays under 30 consecutive days and no more than 90 total days a year, and each needs a valid Certificate of Compliance under the city Housing Code.

For investors: The 90-day yearly ceiling limits a Manchester short-term rental to roughly a quarter of the year, which makes furnished stays of 30 days or more the steadier model here. Each unit still needs the same Housing Code certificate a long-term rental carries.

Source: City of Manchester Zoning Ordinance (in effect March 1, 2026), Sec. 4.6.1.I, Mar 2026

  • Short-term rentals are not allowed in Manchester's residential zones (R-S, R-1A, R-1B, R-2 and R-M); they are limited to the mixed-use, downtown, Millyard, Innovation and business corridor districts, some only by special exception.

For investors: Where hosting is possible, DT-1, DT-2, Millyard and BC-2 parcels allow it by right, while MX-1, MX-2, ID and BC-1 need a Zoning Board special exception. Confirm the parcel's district on the city map before paying for furnishings.

Source: City of Manchester Zoning Ordinance, Table 4.5-A Accessory Uses, Mar 2026

ADUs and lot splits

  • Manchester allows one accessory dwelling unit per single-family home, but the owner must live in either the house or the ADU and record a deed restriction keeping it owner-occupied.

For investors: An ADU will not turn a Manchester single-family rental into two investor units, since one unit must stay owner-occupied in perpetuity under the recorded restriction. It suits a buyer who lives on site and rents the other unit, and condo conversion is barred.

Source: City of Manchester Zoning Ordinance, Sec. 4.6.1.A Accessory Dwelling Unit, Mar 2026

  • A Manchester ADU is capped at 950 square feet and two bedrooms, needs one extra off-street parking space with no new curb cut, must connect through the lot's existing utilities, and triggers city impact fees.

For investors: Budget the impact fees under Article 11 alongside construction when sizing a Manchester ADU, and check that the lot fits a parking space without a second driveway. A garage conversion cannot remove the parking the main house needs.

Rental registration and inspection

  • Nearly every Manchester building with rental units needs a three-year Certificate of Compliance under Housing Code Chapter 150, costing $25 per unit to apply plus $50 per unit for each inspection.

For investors: Renewal applications are due at least 30 days before a Manchester certificate expires. Owner-occupied buildings of up to four units are exempt only if the owner has lived there since September 2, 1986, and the exemption ends at sale, so nearly every purchase needs one.

Rental inspections

  • Manchester bars buying or selling an occupied rental, foreclosure sales included, without a valid Certificate of Compliance or a transfer permit; assigning a valid certificate to a new owner costs $50.

For investors: Ask the seller for the certificate and its expiration date during due diligence, since the city warns that owners of property bought or sold with an expired certificate may face penalties. A building with outstanding violations needs a transfer permit, and the new owner takes responsibility for those violations.

Landlord rules

  • Manchester's code enforcement office lists smoke and carbon monoxide detectors powered by house current in each unit, common hallway, basement and attic among the key Housing Code items for rental property.

For investors: Battery-only alarms do not meet this Manchester item, so price detectors on house current for every unit, hallway, basement and attic into a rehab budget before the certificate inspection. Screens, storm windows, lead paint and sanitation are the other items the city flags.

What drives rental demand

  • Manchester's Economic Development Office names Elliot Hospital and Catholic Medical Center as the city's largest hospitals and lists both, along with the VA Medical Center, among Manchester's largest employers.

For investors: Large hospital employers like these create steady demand for rentals from nurses, technicians and support staff in Manchester. Furnished leases of 30 days or more for traveling clinicians fall outside the city's short-term rental definition, which covers only stays under 30 days.

Investor Questions

Manchester Investor FAQ

Are short-term rentals allowed in Manchester's residential zones?

No. Stays under 30 days, capped at 90 days a year, are barred in R-S, R-1A, R-1B, R-2 and R-M. They are allowed by right in DT-1, DT-2, Millyard and BC-2, by special exception in MX-1, MX-2, ID and BC-1, and each needs a Certificate of Compliance.

Can I add an ADU to a Manchester rental house I don't live in?

No. One ADU is allowed per single-family home, but the owner must live in either the house or the ADU and record a deed restriction keeping it owner-occupied. It is capped at 950 square feet and two bedrooms, and needs an extra parking space and impact fees.

How should I read Manchester's $20.24 tax rate for 2025?

It applies per $1,000 of assessed value, and the state's 2025 equalization ratio put Manchester assessments at 64.8% of market value on average. Applying the 2025 rate to a purchase price would overstate the bill, so start from the parcel's actual assessment.

What does a Manchester rental need before tenants move in?

A Certificate of Compliance under the city Housing Code. The application costs $25 per unit plus a $50 per unit inspection, and the certificate lasts three years. An occupied rental cannot be sold without a certificate or transfer permit, and assigning a valid certificate costs $50.

New Hampshire Rules Investors Ask About

Foreclosure

New Hampshire lenders can foreclose under a power of sale without a lawsuit; on a residential mortgage the borrower must get notice at least 45 days before the sale, plus three weeks of newspaper ads.

Transfer tax

New Hampshire's real estate transfer tax is $0.75 per $100 of price charged to the buyer and again to the seller, so a sale carries about 1.5% in total transfer tax.
