Rent control and eviction rules
Camden has regulated rents since Ordinance MC-1719 of March 1981; the chapter, last amended in February 2026, defines covered dwellings to include owner-occupied one- to four-family homes and all Downtown District rentals.
For investors: Living in one unit of a Camden two-family does not take the other unit out of rent control. The definition itself carves out only public housing and government-subsidized units, so model renewals at capped rents from the first lease after closing.

At lease expiration, Camden caps the increase at the lesser of 6% or the prior 12 months' average Philadelphia-area CPI; tax, water-sewer, heating fuel and capital improvement surcharges each need a separate application.
For investors: A tax or water-sewer surcharge application costs $10 per unit and must show substantial code compliance and paid-up taxes or water and sewer bills, so a Camden buyer inheriting arrears or open violations cannot count on passing rising costs to tenants.

Camden's section 650-2, amended in February 2026, limits increases to 2% a year for senior tenants and tenants with a disability, overriding the CPI formula and surcharges unless an exemption or officer approval applies.
For investors: The code counts tenants 62 or older, their spouses and surviving spouses 55 or older as seniors. Ask the seller which Camden leases already sit under the 2% limit, and note a landlord may seek officer review when a renewal newly adds such an occupant.

When a Camden unit is vacated voluntarily, or after an eviction for nonpayment, it leaves rent control and may be re-let at the rent of comparable units in the same complex, then is controlled again.
For investors: The reset does not apply if the premises violate city housing standards when the tenant leaves, so clear code violations before turnover. For a single-family house or duplex with no comparable units in the same complex, ask the Office of Rent Control how it will set the new rent.

Camden frees newly built or substantially rehabilitated buildings from rent limits for 10 years (one to three units) or 30 years (four or more); substantial rehabilitation means over $10,000 of improvements within one year.
For investors: The work must be one renovation program covering the whole structure, not a single apartment, and exempt units still register every year. Exemption claims are filed under the state new construction statute and reviewed by a five-member city committee that advises the construction official.
