Local Rules

Investing in Los Angeles: The Local Rules

Rent control and eviction rules

  • Los Angeles' Rent Stabilization Ordinance generally covers rentals first built on or before October 1, 1978, and caps yearly increases on those units at 3% from July 1, 2026 through June 30, 2027.

For investors: The 3% applies once per 12 months, and since February 2, 2026 no utility add-on is allowed, so a pre-1979 Los Angeles fourplex grows slowly with sitting tenants. Price the deal on in-place rents and treat vacancy resets to market as the upside.

  • On a Los Angeles property first built by October 1, 1978, rent stabilization covers duplexes, ADUs, junior ADUs and multiple houses on one parcel; condo and townhome rents for post-1995 tenancies are unregulated.

For investors: A buyer adding an ADU behind an older Los Angeles duplex should expect it may join the same RSO registration and fee bills. Look the address up in the city ZIMAS system under the Housing tab before assuming a small property is exempt.

Landlord rules

  • Los Angeles' Just Cause Ordinance covers most rentals outside rent stabilization and can reach a lone single-family home once a tenant stays six months or the first lease ends; no-fault evictions require relocation.

For investors: A single rented house built after 1978 can still need a just cause to end a Los Angeles tenancy after six months, so a buyer should not plan on simply declining to renew. Owner move-in and other no-fault exits carry relocation costs that belong in the purchase budget.

Source: Los Angeles Housing Department, Just Cause Ordinance, Sep 2026

  • Los Angeles eviction notices for RSO and Just Cause units must be filed with the Housing Department within three business days, and nonpayment evictions require arrears above the Fair Market Rent for the unit size.

For investors: A Los Angeles landlord cannot file over a small shortfall: arrears must exceed the Fair Market Rent figure for that bedroom count, a rule in place since March 27, 2023. Build the three-business-day city filing into any notice process the property manager runs.

Rental registration and inspection

  • Each year Los Angeles landlords pay RSO or Just Cause registration fees and file every unit's rent with the Rent Registry by the last day of February, plus tenancy and emergency contact details.

For investors: New owners have 45 days to register a Los Angeles rental, so put that window on the closing checklist. The city treats registration as complete only after fees, rents, tenancy and emergency contact details are all filed, which takes rent roll data the seller should hand over.

Source: Los Angeles Housing Department, Rent Registry, Oct 2026

  • Los Angeles bills $38.75 per rent-stabilized unit, $31.05 per Just Cause unit and $67.94 per unit for systematic code enforcement; landlords may recover half the RSO and code enforcement fees from tenants.

For investors: For a pre-1979 fourplex the yearly city bill runs about $427, or roughly $213 after the monthly $1.61 and $2.83 tenant surcharges. Newer units outside the RSO pay the $31.05 Just Cause fee in place of the $38.75 registration fee.

Transfer tax

  • A City of Los Angeles sale pays a $4.50 per $1,000 city transfer tax plus the county's $1.10, and from July 1, 2026 Measure ULA adds 4% above $5.4 million or 5.5% from $10.9 million.

For investors: Most 1-4 unit Los Angeles rentals sit below the $5.4 million line and pay $5.60 per $1,000 in total, about $5,600 on a $1,000,000 duplex. A larger apartment building priced over the line also owes the 4% layer, so check where a listing sits.

Short-term rentals

  • Any stay of 30 days or less in Los Angeles is subject to the city's 14% transient occupancy tax, and the owner must obtain a city tax registration certificate within 30 days of starting.

For investors: The 14% applies even to a single room rented in an owner-occupied Los Angeles house. The Office of Finance says every owner hosting such stays needs the certificate, so file within 30 days of the first booking even if a platform remits the tax.

Source: City of Los Angeles Office of Finance, Home-Based Transient Occupancy Tax, Oct 2026

  • Los Angeles home-sharing is limited to the host's primary residence, lived in more than six months a year, with a 120-day yearly cap unless extended home-sharing is approved, and RSO units cannot be registered.

For investors: This rules out buying a Los Angeles house purely to run as a guest rental. On an owner-occupied duplex only the owner's own unit can qualify, and none can if the building is under the RSO, so underwrite the second unit on long-term rent.

Hazards and insurance

  • Los Angeles owners in a Very High Fire Hazard Severity Zone must keep brush and grass cut year-round within 200 feet of structures and 10 feet of roads and combustible fences, under Municipal Code 57.4906.5.2.

For investors: On a hillside Los Angeles rental brush clearance is a recurring owner cost, and the 200 feet counts structures on neighboring lots too. Price annual crews into the operating budget and keep dated photos of each cut for fire inspections.

Permits and occupancy

  • Los Angeles requires retrofits of two-story or taller wood-frame buildings with ground-floor parking built under pre-1978 codes, except buildings of three or fewer units, allowing seven years from the order to finish.

For investors: A tuck-under-parking fourplex from the 1960s should come with proof of a finished retrofit. If work is still owed, the owner fronts the cost, though RSO landlords can apply to the Housing Department for a seismic retrofit cost recovery rent increase.

Source: Los Angeles Department of Building and Safety, Soft-Story Retrofit Program, Oct 2026

  • Under Municipal Code 96.300, a Los Angeles seller of residential property must order a $70.85 Residential Property Report from Building and Safety and give it to the buyer before the sale agreement or escrow closing.

For investors: Check the property records in the report against the rent roll before relying on rent from every unit, and note any pending special assessment liens. The same city page lists other sale items, such as a seismic gas shut-off valve on buildings with gas piping.
