Local Rules

Investing in Florissant: The Local Rules

Permits and occupancy

  • Florissant lets a house sell as-is without a city inspection, but the buyer then pays for the occupancy inspection and must hold an occupancy permit before anyone moves in.

For investors: On an as-is purchase the permit, not the closing, decides when the first lease can start, so budget repair time. The city notes its report can differ from a private, FHA or VA inspection and suggests using all reports together, noting defects at the final walk-through.

Rental inspections

Landlord rules

  • A Florissant occupancy permit allows one family, as the city code defines it, plus no more than two other persons living together as one household in each dwelling unit.

For investors: This caps how many unrelated adults can share one Florissant house or apartment. Count every intended resident before signing separate leases, because the permit at each turnover is issued only within this limit, and overcrowding is also judged against the floor area rules of the property maintenance code.

Source: City of Florissant Code Section 505.050(B), Occupancy Permits (eCode360), Oct 2026

  • Florissant may suspend a rental license when a property fails maintenance codes more than three times in six months without corrections, or after three or more nuisance incidents by occupants within twelve months.

For investors: Reinstatement costs $100 after a suspension and $200 after a revocation, each with a reinspection, and more than two suspensions in twelve months allows revocation. A written appeal within ten working days pauses the action until a three-member panel, one of them a Florissant rental owner, rules.

Source: City of Florissant Code Section 605.461, Suspension and Revocation, as amended by Ordinance 9046 of February 2025 (eCode360), Oct 2026

  • Florissant requires owners to register residential buildings vacant longer than six months and pay $200 a year, exempting homes actively listed for sale or rent that hold a current approved housing inspection.

For investors: A vacant house under rehab with an approved city permit is also exempt. Unpaid registration fees block any building or occupancy permit, must be cleared before a transfer and can become a lien, so ask how long an empty Florissant listing has sat vacant.

Source: City of Florissant Code Section 505.090, Registration of Vacant Residential Buildings (eCode360), Oct 2026

Rental registration and inspection

  • Florissant requires a residential rental license for each rental property before it is offered or occupied, costing $50 per owner for each dwelling unit every calendar year, due by January 31.

For investors: A fourplex means four fees. Late renewals add $2 for each month after January 31, renewals stall while code violations are open, and the owner or designated manager must live within 50 miles of the city; a post office box or toll-free number does not satisfy the rule.

Source: City of Florissant Code Chapter 605, Article XVII, Residential Rental Real Estate, Sections 605.455 to 605.458 (eCode360), Oct 2026

  • Florissant's rental license requires Phase I of the police department's Crime Free program, a free 8-hour seminar; the program's second and third phases, a property survey and a safety social, are optional.

For investors: The seminar covers tenant screening, leases, evictions, drug identification and crime prevention through design. Book it before listing a first Florissant unit: the code makes the certificate part of the license application, and an incomplete application blocks both the license and new occupancy permits.

  • In June 2021 the Missouri Court of Appeals, Eastern District, upheld Florissant's rental licensing ordinance, rejecting a Realtors association's vagueness, due process, takings and state preemption challenges in case ED109207.

For investors: The license, crime free certificate and suspension rules survived this appeal, so treat them as a standing cost of Florissant rentals. The opinion describes a $50 yearly license renewed annually, matching today's code, though the suspension section was amended again in 2025.

Short-term rentals

  • Florissant prohibits short-term and vacation rentals in all residential zoning districts under Ordinance 8705 of July 2021, with exceptions only for bed and breakfasts, lodging establishments and private clubs.

For investors: Underwrite Florissant houses and small multifamily on long-term lease income only. Nightly or weekly guest stays are barred in residential zones, so a seller's projection built on short-term rental income from a neighboring town will not hold up inside city limits.

Hazards and insurance

  • FEMA's October 2026 list places Florissant in Community Rating System Class 9, trimming flood premiums 5% for eligible NFIP policies; the city first joined the program in 2013.

For investors: Class 9 is a modest credit, so a Florissant rental in an A or AE zone still pays close to full flood premiums. Before closing, look the address up on the city's free online Flood Risk Portal, which shows its zone and any elevation certificate on file.

Source: FEMA, CRS Eligible Communities, October 1, 2026 effective date, Oct 2026

Flood zones

  • Florissant requires a floodplain development permit in A and AE zones on the 2015 St. Louis County flood maps, and new or substantially improved homes need their lowest floor a foot above base flood elevation.

For investors: The one-foot rule counts basements as the lowest floor, so a gut rehab of a basement house in a mapped zone can trigger costly elevation work once it crosses the substantial improvement line. Check the parcel against the map panels the chapter lists before planning renovations.

Utilities

  • Florissant's sewer lateral program bills $50 a year on real estate tax bills and repairs defective private sewer lines from the main to within five feet of the foundation on homes up to six units.

For investors: Claims start with a $300 deposit for a video inspection, refunded after an approved repair is finished and kept if the claim is denied. The city will not expedite a repair for a pending sale, so scope the line before closing on a Florissant rental.

Investor Questions

Florissant Investor FAQ

Can I buy a Florissant house as-is and put a tenant in right away?

You can close as-is, but no one may move in until the buyer pays for the city occupancy inspection and receives an occupancy permit. A rental also needs Florissant's annual residential rental license, which in turn requires the police department's free Crime Free Phase I seminar.

What does a Florissant rental license cost?

The license is $50 per owner for each dwelling unit every calendar year, due by January 31 or before a newly bought rental is offered. Late payment adds $2 a month, renewals are held while code violations are open, and the owner or manager must live within 50 miles.

Source: ecode360.com

Does every new tenant in a Florissant rental trigger an inspection?

Yes. A new lease counts as a change of occupancy, which the owner must report so the city can inspect. A one- or two-family dwelling costs $100 for the application and two inspections plus $50 to issue the permit, and the process lapses 120 days after the first inspection.

Are nightly guest rentals allowed in Florissant neighborhoods?

Not in a residential zone. Ordinance 8705 of July 2021 prohibits short-term and vacation rentals in all of Florissant's residential zoning districts, leaving exceptions only for bed and breakfasts, lodging establishments and private clubs.
