Local Rules

Investing in Joliet: The Local Rules

Rental registration and inspection

  • To rent in Joliet, owners file a Rental Property Owner Registration Form and an Inspection Consent Form with Neighborhood Services, and the city's program also uses a crime-free lease addendum.

For investors: File both forms before a tenant moves in, and have every tenant sign the crime free addendum, which the city posts in English and Spanish. Joliet's fee chart charges $100 when that addendum is missing at inspection, so keep signed copies in each unit file.

Source: City of Joliet Neighborhood Services, Rental Inspection Program, Oct 2026

  • Joliet requires owners of any dwelling unit offered for rent to register and license it with the city at $100 a year, and violations can draw fines of up to $750 per day.

For investors: After a Joliet purchase the code allows 30 days to register but asks for a new certificate application within 15 days of the ownership change, so file in the first two weeks, even for homes bought with tenants in place. Each day of violation can bring a fine.

Landlord rules

Short-term rentals

  • Joliet's code defines a short-term rental unit as a dwelling that is primarily owner-occupied apart from the rental period; registration carries a $75 annual fee, and Type IV properties cannot qualify.

For investors: An investor-owned house run full time as a nightly rental does not fit that owner-occupied definition, so ask Neighborhood Services how a property would be classified before buying it for short stays. Registered units remain open to city inspection on schedule or complaint.

  • Joliet levies a 10% hotel and motel accommodations tax on gross rent; its hotel definition includes apartments and homes, and online booking platforms count as lessors jointly responsible for collecting it.

For investors: Add the 10% to any furnished Joliet stay priced by the night. Because platforms share liability, confirm whether yours remits the city tax; direct bookings leave collection to you. Tenants on written leases over 30 days can qualify as exempt permanent residents.

Transfer tax

  • Joliet's real estate transfer tax is $3 per $1,000 of value, borne by the seller unless the contract shifts it, and Will or Kendall County will not record a deed without the city stamp.

For investors: Joliet sells no stamps until every city debt on the parcel is paid, including water, sewer, license and inspection fees. Ask for the city's written statement of debts early so a seller's unpaid rental inspection charges are cleared at closing, not passed to you.

Market note

  • Joliet makes builders and other sellers with three or more sales a year give buyers a city disclosure form before contract on never-occupied homes, townhomes and condos, covering zoning, association fees and floodplain status.

For investors: Buying a newly built Joliet house or townhome to rent, expect this signed form before you sign, and read its floodplain and association lines closely. Resales by ordinary owners are exempt, so on older Joliet rentals run your own floodplain and association checks.

Utilities

  • Joliet is one of six members of the Grand Prairie Water Commission, which will buy Lake Michigan water from Chicago to supply its members in 2030 and beyond, citing water quantity and quality challenges.

For investors: Model water and sewer costs from Joliet's current fee schedule rather than an older seller bill, and state in each lease who carries the water account. Unpaid city water charges on the parcel must be cleared before transfer stamps issue.

What drives rental demand

  • Joliet's 2025 ACFR lists Amazon's fulfillment center as the largest employer at 3,500 workers, followed by Ascension St. Joseph hospital (2,532), Will County government (2,370) and Joliet Junior College (1,576).

For investors: Warehouse, hospital, government and campus jobs give Joliet a broad renter base, with the University of St. Francis adding 779 employees. Weigh commute access to these employers, especially shift-based logistics work, when choosing a neighborhood for a rental.

Investor Questions

Joliet Investor FAQ

What does Joliet charge to register and inspect a single-family rental?

Owner registration and licensing is $100 a year. The initial inspection for a one-unit property is another $100, a first reinspection costs $65 per unit, and a missing crime free addendum at inspection adds $100.

Source: library.municode.com

How often does Joliet inspect a rental home?

It depends on the certificate tier the property earns. Type O runs six years with a five-year inspection waiver, Type I four years and Type II two years, while properties with slow repairs or frequent police calls drop to one-year or six-month certificates.

Does Joliet register nightly rentals of investor-owned houses?

Joliet's short-term rental registration is written for dwellings that are primarily owner-occupied apart from the rental period, so a full-time investor nightly rental does not fit that category. Registered units pay a $75 annual fee and stay open to city inspection, and Type IV properties cannot be used for short stays.

Who pays Joliet's real estate transfer tax?

The seller, unless the contract says otherwise. The rate is $3 per $1,000 of value, and the city sells no stamps until every debt on the parcel, including water and sewer charges and inspection fees, is paid.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing.
