Local Rules

Investing in New Bedford: The Local Rules

Property tax

  • New Bedford set fiscal 2026 rates of $10.95 on each $1,000 of residential valuation and $21.80 on business, industrial and personal property, below fiscal 2025's $11.31 and $22.85.

For investors: New Bedford two- and three-family rentals pay the residential rate, which has dropped three years running from $14.29 in fiscal 2023. The fiscal 2027 rate was not yet posted on October 12, 2026, so use the fiscal 2026 figure with a cushion.

Short-term rentals

  • New Bedford's local room occupancy excise is 6%, effective January 1, 2013, according to the DLS municipal databank, which lists no short-term rental impact fee for the city.

For investors: New Bedford's online code still prints the 4% rate set in 1989, but DOR calls its databank the current listing of local rates, so price a New Bedford short stay at 6% local plus the state excise. The city has adopted no community impact fee on top.

ADUs and lot splits

Landlord rules

  • New Bedford requires owners to register a vacant building within 45 days and pay a yearly fee by November 15 that rises from $500 under one year vacant to $3,000 after three years.

For investors: New Bedford also bills a $500 interior inspection fee after a vacancy finding, and unpaid fees become a lien. A sale or new occupancy must be reported within seven days, and every day of violation can bring a $300 fine, so a stalled rehab gets expensive.

  • New Bedford's condominium conversion ordinance gives tenants at least one year's notice, or two years for elderly, disabled or lower-income tenants, plus a right to buy their unit.

For investors: Tenants who do not buy can claim documented moving costs up to $750, or $1,000 for protected households, so an investor planning to turn a New Bedford three-decker into condos should build the notice period and relocation payments into the timeline.

Flood zones

  • The Army Corps' New Bedford Hurricane Protection Barrier, finished in January 1966, protects about 1,400 acres in New Bedford, Fairhaven and Acushnet from hurricane and coastal storm tides.

For investors: The Corps runs the harbor barrier and its 150-foot navigation gate, while New Bedford maintains the Clarks Cove dike and street gates. A buyer of a rental near the water should still read the parcel's FEMA flood zone rather than assume the barrier removes flood insurance.

What drives rental demand

Market note

  • The MBTA Fall River/New Bedford commuter rail line serves New Bedford at two stations, New Bedford on Acushnet Avenue and Church Street, with trains running to South Station in Boston.

For investors: Two stations give New Bedford tenants a one-seat rail ride to Boston, and the Kings Highway overlay was zoned to steer new housing toward rail access, so walking distance to either stop is a fair point to test in New Bedford rent comparisons.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing. By submitting, you authorize LiButti Capital to contact you about your inquiry by phone, text, and email (which may be autodialed or prerecorded) and to obtain consumer/credit reports as needed; message and data rates may apply.
