Local Rules

Investing in Fresno: The Local Rules

Rental registration and inspection

  • Every Fresno residential rental, even one housing relatives rent-free, must be listed on the free Residential Rental Registry within 30 days of the city's notice and updated after any change of ownership.

For investors: A Fresno buyer inherits the duty to update the registry after closing, so add it to the post-closing checklist with insurance and utilities. Registration costs nothing, but it is the gateway to the city's inspection program and penalty schedule.

Source: City of Fresno, Rental Housing Improvement Program, Oct 2026

  • Fresno's late-registration penalties climb per property: $100 at 30 days late, $200 at 31 to 60 days, $500 at 61 to 120 days and $1,000 beyond 120 days.

For investors: For a portfolio of several Fresno houses, missed registrations multiply because penalties run per property. Confirm each address is registered before closing and update the owner record on day one rather than waiting for a city notice.

Rental inspections

  • Fresno rentals face a city baseline inspection at $100 per inspected unit, with routine reinspections no sooner than three years later, under Rental Housing Improvement Act regulations effective March 1, 2025.

For investors: The fee is due at the inspection and a unit cannot pass until it is paid. A failed item brings a $100 compliance reinspection, so walk the city's sample checklist with a contractor before the Fresno inspector arrives.

Source: City of Fresno, Rental Housing Improvement Act Regulations, Mar 2025

  • Fresno samples rentals for baseline inspection by size: every unit of a single rental, half of a 2-4 unit property, a quarter of a 5-15 unit property; units under 10 years old can seek exemption.

For investors: A Fresno fourplex buyer should expect two of the four units to be inspected, while newer construction can apply to skip inspection once registered. Buildings older than 10 years carry inspection exposure that recent ones can avoid.

Source: City of Fresno, Rental Housing Improvement Program, Oct 2026

  • Fresno's self-certification program requires owners to inspect every unit, personally or through a licensed property manager, every 12 months and at each new tenancy, then file the forms with the city.

For investors: Self-certification trades the city's inspection for yearly paperwork, but Fresno inspects a random 10% of self-certified properties each year and can remove owners who miss filings. Keep each signed form for at least four years, as the regulations require.

Short-term rentals

  • A Fresno short-term rental needs a zone clearance, then an owner-held permit renewed yearly, and the permit holder must collect and remit the city's 12% transient occupancy tax on stays of 30 days or less.

For investors: Guest-stay income in Fresno carries the 12% room tax, so set nightly rates to cover it. The city does not charge business tax on that revenue, and because the permit holder must be the owner, a tenant cannot hold one.

Source: City of Fresno Finance, Business License and Tax Certificate, Oct 2026

  • Fresno's July 2024 permit application lists a $25 application fee plus a $25 permit fee, and owners who affirm they will rent 30 or fewer nights a year are excused from collecting occupancy tax.

For investors: At $50 the Fresno permit is cheap, so the real cost is compliance. An owner who hosts only a few weekends a year can claim the 30-night exemption on the form, while anyone hosting regularly should budget for collecting and remitting the tax.

ADUs and lot splits

  • Fresno offers five pre-approved ADU plans, from a 340-square-foot studio to a 1,015-square-foot three-bedroom, and pre-approved or custom ADU plans no longer need a zone clearance before the building permit.

For investors: Skipping the zone clearance shortens the path to a second rentable unit on a Fresno lot. The city also posts a cost estimator and a duplex submittal packet, useful when comparing an ADU against a small duplex build.

Utilities

  • Fresno's water shutoff policy lets the city lien a property for unpaid water charges, and when a landlord is the customer of record, the city tries to warn tenants at least 10 days before shutoff.

For investors: Keeping Fresno water in the owner's name protects the asset but exposes it to liens if bills slip. Tenants who take over an account after a landlord default can deduct those payments from rent, so keep the account current.

Flood zones

  • The Fresno Metropolitan Flood Control District provides flood control and stormwater service across a 399-square-mile watershed between the Kings and San Joaquin Rivers, covering the Fresno and Clovis area.

For investors: Because the district funds new basins and drains through development fees, a Fresno project adding units may owe a district fee, and its voter-approved operating tax rides on parcel bills. Check the district's APN tax lookup before buying.

What drives rental demand

  • Community Medical Centers employs 10,780 people in Fresno and Saint Agnes Medical Center 3,382, while California State University, Fresno counts 5,297 employees, per the city's FY 2025 ACFR.

For investors: Health care and the university supply renters with steady paychecks and predictable calendars. Community Medical Centers more than doubled its Fresno headcount since 2016, a sign of durable demand for rentals near its campuses.

  • Fresno Unified School District leads the city's 2025 employer list at 15,748 workers, and Amazon, absent from the 2016 list, is shown at 6,500, alongside Old Navy and Ulta Beauty distribution centers.

For investors: Distribution has added thousands of Fresno jobs in under a decade, widening the renter pool beyond schools and government. Warehouse hiring can swing with retail cycles, so price a rental aimed at that workforce for steady occupancy.
