Local Rules

Investing in Dallas: The Local Rules

Rental registration and inspection

  • Dallas requires yearly registration of rented single-family homes, duplexes and condo units; since October 1, 2025 that means a $74 nonrefundable fee plus an owner self-inspection checklist and affidavit for each dwelling or unit.

For investors: Registration runs through the city VGOV portal and needs a government photo ID, so set it up the week you close and budget the $74 every year. A rental that qualifies as exempt files the city affidavit of exemption instead.

Source: City of Dallas Code Compliance, Single-Family Rental Registration and Inspection Program, Oct 2025

  • Dallas multi-tenant rules cover lots with three or more units that are at least five years old; owners register each year, and a new owner must register upon taking ownership or control.

For investors: A buyer of a Dallas triplex or fourplex inherits the duty at closing, not at the seller's renewal date. A building with no units leased or offered for lease skips registration and inspection but must file the annual exemption affidavit.

Rental inspections

  • Each registered Dallas single-family rental gets a full interior, exterior and premises inspection by a code officer at least once every five years and no more than yearly, with complaint inspections unlimited.

For investors: Plan for a city officer inside the unit during the hold, with tenant coordination. Properties that clear their violations can be invited into the self-certification track that Council added to Chapter 27 in December 2021, cutting graded inspections.

  • Dallas inspects multi-tenant properties at least every three years, and a graded inspection that finds a required permit, notice or certificate of occupancy not displayed is an Administrative Failure billed at $86 per unit.

For investors: On a fourplex that paperwork miss costs $344 before any repair is found. Post the certificate of occupancy and registration certificate where tenants can see them, and ask the seller for the last graded inspection results before you buy.

Landlord rules

  • Dallas's multifamily recycling ordinance, in force since January 1, 2020, requires recycling service at every multifamily property with eight or more units.

For investors: Investors moving from fourplexes to an eight-unit building pick up a recycling service contract and the bin space it needs. Fold that hauling cost into the operating budget alongside trash collection when you underwrite the property.

Short-term rentals

Property tax

  • On September 16, 2026 Dallas adopted a fiscal 2026-27 city tax rate of 69.78 cents per $100 of value, down 0.10 cent from 69.88 cents, its eleventh straight annual cut.

For investors: The cut is small enough that rising appraisals usually outweigh it. Add the school district, county, college and hospital district levies to the city rate before you set a tax escrow for a Dallas rental.

Tax calendar

  • The Dallas County Appraisal Review Board received more than 250,000 value protests for 2026, with hearings expected to run through September, and DCAD lets owners still under protest request an informal review first.

For investors: That volume makes the protest season crowded. File through DCAD's online uFILE system as soon as value notices arrive, and bring rent rolls, repair bids and recent sales to an informal review with a DCAD appraiser before the hearing date.

Hazards and insurance

  • Dallas is the only Texas community at Class 3 on FEMA's October 2026 Community Rating System list, the best rating in the state, which earns qualifying flood policies inside the city a 35% premium reduction.

For investors: No other Texas city offers a larger CRS credit, so an NFIP policy on a Dallas rental near the Trinity River or a creek floodplain may beat a private quote. Ask the seller for the elevation certificate so the agent can rate it accurately.

What drives rental demand

  • DFW International Airport, owned jointly by Dallas and Fort Worth, serves more than 86 million customers a year and supports about 684,000 direct and indirect jobs, by the airport's count.

For investors: Airline crews, cargo handlers and airport contractors form a steady pool of renters who want short commutes to the airport. That traffic also feeds furnished and monthly rentals, a safer bet than nightly stays while Dallas STR rules sit in court.

Investor Questions

Dallas Investor FAQ

What does it cost to register a rental house in Dallas?

Since October 1, 2025, yearly registration of a single-family home, duplex or condo rental carries a $74 nonrefundable fee, plus an owner self-inspection checklist and affidavit for each dwelling or unit. A code officer inspects each registered rental inside and out at least once every five years.

How does Dallas regulate a triplex or small apartment building?

Properties with three or more units on a lot and at least five years old fall under the multi-tenant program: yearly registration, registration upon taking ownership, and inspections at least every three years. Missing posted documents at a graded inspection costs $86 per unit, and buildings with eight or more units also need recycling service.

Is short-term renting legal in Dallas right now?

The 2023 ordinances limiting short-term rentals are enjoined while the city appeals. In October 2026 the Texas Supreme Court case, No. 25-0748, was still in briefing with no ruling, so the rules could change after you buy.

What is the Dallas city property tax rate for fiscal 2026-27?

Council set 69.78 cents per $100 of value on September 16, 2026, a 0.10 cent cut. School, county, college and hospital district rates are added on top of the city rate.
