Local Rules

Investing in Salinas: The Local Rules

Rental registration and inspection

  • Salinas requires landlords to register every residential rental unit each year; the 2026 fee is $29 per unit, or $112 for units under rent stabilization, due by February 15.

For investors: A pre-1995 Salinas fourplex costs $448 a year to register, against $116 for one built after February 1995. Payments arriving after May 12 add a 10% late fee, so put the February 15 deadline on the calendar from the first year of ownership.

Rent control and eviction rules

  • Salinas rent stabilization covers multifamily buildings built before February 1, 1995, capping yearly increases at the lesser of 2.75% or 75% of CPI-U; the city's example using August 2025 data yields 2.4%.

For investors: That ceiling sits well below the state's 5% plus inflation, so a pre-1995 Salinas apartment needs a price that works on rent growth under 3% a year. Single-family homes, condos and buildings from February 1995 on fall outside the local cap.

Landlord rules

  • Salinas ordinances require a listed just cause to end a tenancy and relocation assistance when an eviction is no-fault, and a separate ordinance makes it illegal for landlords to harass or intimidate tenants.

For investors: Buying a Salinas building to renovate and re-tenant means budgeting relocation payments for any no-fault move-outs. Keep written records of every notice and tenant contact, since the anti-harassment ordinance carries its own penalties.

Source: City of Salinas, Rental Registration & Rent Stabilization, Oct 2026

  • The Salinas City Council placed a repeal of all four rental ordinances on the November 3, 2026 ballot; registration, rent stabilization, just cause and anti-harassment rules stay in force until voters decide.

For investors: Underwrite an offer on a Salinas apartment building made before the election under today's rules. If the repeal passes, pre-1995 units would answer to state limits instead, but plan on current caps until results are certified.

Short-term rentals

  • Salinas taxes stays of 28 consecutive days or less at 10% of rent, a 7% base plus 3% added in 1984, and its code counts any tourist home or house as a hotel.

For investors: Salinas draws its line at 28 days, not the 30 common elsewhere, and rent paid at one time for 29 days or more is exempt. The code makes returns due by the last day of the month after each quarter, with a 10% penalty for late remittance.

Utilities

  • Salinas imposes a 6% users tax on electricity, gas and piped water and 5% on telecommunication and video services, with each tax capped at $2,000 per service each year.

For investors: When a Salinas landlord pays water and gas for a multifamily building, the 6% tax adds to each bill. Few small rentals ever reach the $2,000 yearly cap, so budget the full 6% on owner-paid utilities.

ADUs and lot splits

  • Salinas allows one detached ADU plus one junior ADU on a single-family lot and two detached ADUs on a multifamily lot, and charges no city development or traffic impact fees on ADUs.

For investors: School and water districts may still bill their own fees, so get those quotes before pricing a Salinas ADU. On a triplex, converting storage or other non-habitable space can add at least one more unit beyond the two detached ones.

Source: City of Salinas Permit Center, Building an ADU in Salinas, Oct 2026

  • Salinas offers four pre-approved ADU plans from 495 to 749 square feet; from October 1, 2026 only 2025 plan sets are accepted, and a notarized deed restriction must record before the permit issues.

For investors: Allow up to three weeks for the deed restriction to record at the Monterey County Recorder. Every owner must sign before a notary, so an LLC or co-owned Salinas rental needs all signers lined up early.

Flood zones

  • FEMA's Community Rating System list effective October 1, 2026 rates Salinas Class 7, which carries a 15% discount on flood insurance policies written in the city.

For investors: A Salinas rental in a mapped flood area still gets a modest discount when a policy is required. At 15%, the savings trail top-rated cities, so request a real quote before settling the DSCR figures.

Property tax

  • Salinas' 2025 financial report shows school bond rates added to the 1% base in 2024-25 differ by elementary district, from 0.035% for Spreckels Union to 0.219% for Alisal Union, plus Hartnell and high school levies.

For investors: On a $600,000 assessed value the gap between those two districts is about $1,100 a year. Ask the title company which school districts a Salinas parcel sits in before comparing two listings on expected taxes.

What drives rental demand

  • Salinas' 2025 financial report lists the County of Monterey (3,319), Sodexo (2,817), Sunberry Growers (2,230), Newstar Fresh Foods (1,497) and Salinas Valley Health Service League (1,432) as the city's largest employers.

For investors: Produce growers and processors rank high, so Salinas renter demand tracks the farm economy and its seasonal workforce. County government and the hospital add steadier payrolls, which helps a rental near downtown or the medical campus.
