Short-term rentals
Spokane requires a short-term rental permit for stays under 30 nights; amendments effective September 1, 2023 let eligible permanent residents, whether owners or tenants, apply.
For investors: Spokane's program is framed around permanent residents, so confirm eligibility with Development Services before buying for nightly stays. In residential zones the host must also notify owners abutting and directly across the street once the permit issues.

Spokane charges $200 to apply and $100 to renew a short-term rental permit in residential zones, or $300 and $150 in other zones, per unit, on top of the city business license.
For investors: A Spokane duplex rented short term on both sides pays two application fees and receives two permit numbers. The fee is billed once the permit is approved, and a permit simply closes if its renewal fee goes unpaid.

Spokane's short-term rental life safety form must be notarized and certifies an egress opening of at least 5.7 square feet in each sleeping room, smoke and carbon monoxide alarms, a 2A-10BC extinguisher and GFCI outlets.
For investors: Walk a Spokane property against this checklist before listing it, since sound stair handrails, deck guardrails and an emergency manual are also on the form. A structure with three or more units must be fire sprinklered, a costly retrofit in an older triplex.
