Local Rules

Investing in Fayetteville: The Local Rules

Property tax

  • For fiscal 2027 Fayetteville property pays 49.9 cents per $100 to Cumberland County plus 44.95 cents to the city, 94.85 combined, or 109.74 inside the Fayetteville Revitalization District, which adds 14.89 cents.

For investors: The county's combined figure leaves out Fayetteville's tiered stormwater charge, the city's $285 and the county's $130 solid waste fees and vehicle fees, so add those lines when estimating a bill. Taxes come due September 1 and must be paid by January 5 to avoid interest.

Source: Cumberland County Tax Administration, Tax Rates, 2026 Tax Bills (FY 2027), municipal rate table, Oct 2026

  • Cumberland County's 2025 revaluation reset every parcel to market value as of January 1, 2025, the first countywide update since January 1, 2017, and new values took effect with tax rates on July 1, 2025.

For investors: Bills issued before the 2025 revaluation rested on 2017 market levels, so only a 2025 or later bill shows a Fayetteville rental's current tax base. Look up the assessed value with Cumberland County Tax Administration and apply the 94.85 cent combined rate to it.

Utilities

Rental registration and inspection

  • Under Fayetteville's Rental Action Management Program, rental homes at or above the 90th percentile of police-recorded disorder for their category must meet police and, if confirmed, register, pay a fee and adopt a remedial plan.

For investors: An in-need-of-remedial-action designation binds later owners, so ask a Fayetteville seller in writing whether the address carries it. Renting a home whose required registration was revoked or never obtained draws civil penalties of $50 a day for 30 days, $100 a day for the next 30, then $500 a day.

Short-term rentals

  • Fayetteville's development code classes rentals of less than 30 days as Visitor Accommodations, with hotels, bed and breakfast inns and tourist homes, while household living means tenancy of month-to-month or longer.

For investors: Under these definitions a nightly or weekly stay is a lodging use under city zoning, while furnished leases of a month or longer, such as those for personnel on temporary duty at Fort Bragg, read as household living. Confirm the classification with city Development Services before buying.

Source: Fayetteville UDO Sec. 30-4.B.5.n (Visitor Accommodations) and Sec. 30-4.B.3 (Household Living), enCodePlus, Oct 2026

  • Fayetteville permits a tourist home, paid lodging for up to five overnight guests in a private dwelling, in MR-5 and NC, LC, CC, MAC, MU and downtown districts, but not in AR or SF zones.

For investors: Look up the parcel's zone on the city's GIS map before counting on nightly income. The use table marks tourist homes prohibited in SF districts, where a bed and breakfast inn needs a special use permit and an owner holding at least half who lives there.

Source: Fayetteville UDO Table 30-4.A.2 Use Table, Sec. 30-4.C.4.l.3 and Art. 30-9 definition (enCodePlus), Oct 2026

ADUs and lot splits

  • Fayetteville's use table permits two- to four-family dwellings by right in the SF-10 and SF-6 single-family districts and by special use in SF-15, subject to design standards such as one driveway per block face.

For investors: That makes a duplex, triplex or quadplex a realistic plan on SF-10 and SF-6 lots. Budget for ganged and screened utility equipment, a single entrance per facade on three and four unit buildings, and the city's single-family or multifamily design standards.

Source: Fayetteville UDO Table 30-4.A.2 Use Table and Sec. 30-4.C.2.a.2 (enCodePlus), Oct 2026

  • Fayetteville allows one accessory dwelling per lot in AR, MR-5, all SF and several other districts: 300 to 800 square feet, inside or behind the house, with one or two parking spaces.

For investors: The unit can never be sold apart from the main house, and campers or manufactured homes do not qualify. A garage apartment inside the size band adds a second lease to one parcel, so price in the extra parking pad when running the numbers.

Flood zones

  • Fayetteville says drainage in most residential areas is typically designed for a 10-year, 24-hour storm, and it publishes a Flood Awareness Map of vetted flooding reports from storms such as Hurricanes Matthew and Florence.

For investors: Heavier storms can push water over road crossings, and the map logs where past hurricanes flooded. Check it and the FEMA flood zone for any Fayetteville rental near a creek, and price flood coverage before making an offer rather than after.

What drives rental demand

  • Fort Bragg reports about 50,000 troops, almost 10% of all Army forces, plus 14,000 civilian workers on post, supporting a population of roughly 140,500 including families and contractors.

For investors: The post fills rentals across Fayetteville, but new orders can move a military tenant on short notice. Underwrite each property with a vacancy reserve and plan for turnover between assignments rather than assuming a tenant will stay for several years.

Market note

  • Fort Bragg's Housing Services Office requires service members to report there before renting off post, offers to mediate off-post landlord disputes, and points owners to HOMES.mil listings, noting an inspection will be required.

For investors: Listing on HOMES.mil puts a Fayetteville rental in front of incoming soldiers who are told to check with that office first. Expect the inspection, keep lease paperwork clean, and remember tenant complaints can reach the garrison housing staff.
