Rental registration and inspection
No one may rent out or occupy a rental dwelling in Warren without a city rental license, and any home occupied by someone other than the owner of record is presumed to need one.
For investors: The presumption can be rebutted only with proof the occupant holds at least 25% equity under a recorded deed or land contract, or a documented unrecorded land contract. A lease with an option to buy counts as a rental until the option is fully exercised.

A Warren rental license runs two years, requires a passed inspection under the International Property Maintenance Code, is not transferable, and ends automatically when ownership transfers.
For investors: A new owner must apply for a license within the 60 days before the transfer, so start the paperwork while under contract. The fee sheet says inspections happen within 30 days of the application and are scheduled only after paperwork is processed and fees paid.

Warren's rental fee schedule charges $200 for a single-family license and $300 for multi-family, $75 to $150 for failed inspections, $100 for a lock-out or no-show, and $75 for a late renewal.
For investors: A failed interior and exterior inspection adds $150 to the license fee, so pre-inspect against the maintenance code. Prepare tenants for the visit: a lock-out or no-show costs $100, a cancellation inside 24 hours $75, and renewals must reach the division before the old license expires.
