Local Rules

Investing in Bellevue: The Local Rules

Short-term rentals

  • Bellevue bars stays under 30 days in an entire single-family home, in a home with an ADU, and in the ADU itself; only individual rooms may be rented on a transient basis.

For investors: A Bellevue house bought to run as a whole-home vacation rental cannot operate that way, so underwrite it on leases of 30 days or more. Room-by-room transient stays remain possible, which mostly suits an owner who lives in the home.

  • In Bellevue, a boarding house or bed and breakfast must be in an owner-occupied single-family home, rent no more than two rooms with up to two adults each, and hold a home occupation permit.

For investors: This route works only where the owner lives on site, so it rarely fits a pure investment purchase in Bellevue. A buyer who moves in can add modest income from two rooms once Development Services approves the home occupation permit.

  • Bellevue lets apartments, condos and planned-unit-development homes in residential districts host stays under 30 days only after a Short-Term Stay Use registration notice, capped at five units and 20% of a development.

For investors: A Bellevue condo investor should find out whether the building's five-unit or 20 percent allowance is already taken by other owners before counting on furnished short stays, and should read the association bylaws for a separate ban.

ADUs and lot splits

  • Bellevue's 2023 ADU reform (Ordinance 6746) removed the owner-occupancy requirement and the condominium prohibition, so the owner need not live on site and an attached ADU may be sold to a separate owner.

For investors: With no residency rule, a Bellevue rental house can carry an attached ADU as a second long-term income unit, and the unit can later be sold apart from the main home as a possible exit. That amendment did not address detached ADUs.

Permits and occupancy

  • Bellevue introduced a middle housing permit in January 2026 to streamline projects of three to six homes on one parcel, such as townhouses, stacked flats and cottage housing.

For investors: For a Bellevue lot that could hold a fourplex or a cluster of cottages, the permit offers a more predictable review path. Plan the unit count around the three-to-six range, since that is the scale the new permit was built for.

Flood zones

  • FEMA's Community Rating System list effective October 1, 2026 shows Bellevue at Class 5, in place since May 1, 2006, which FEMA says is worth a 25% discount on NFIP flood policies in the city.

For investors: Because FEMA applies the CRS discount to every NFIP policy in a participating community, including homes outside mapped high-risk zones, a Bellevue rental's flood premium should reflect the 25% cut. Confirm the discount shows on the quote before closing.

Source: FEMA, CRS Eligible Communities, October 1, 2026, Oct 2026

  • Bellevue adopted FEMA's updated flood insurance rate maps effective August 19, 2020, and building in a frequently flooded area requires a Critical Areas Land Use Permit from Development Services.

For investors: A Bellevue value-add plan that adds a unit or substantially improves a home in a frequently flooded area faces that extra land use permit and FEMA-based performance standards, so budget review time before closing on such a lot.

Source: City of Bellevue Development Services, Floodplain Regulations Update (Ordinance 6521), Oct 2026

Property tax

  • King County's 2026 levy table lists Bellevue levy codes from 7.42658 (codes 0300 and 0330) up to 9.68982 (code 0816); the assessor expresses levy rates per $1,000 of assessed value.

For investors: Pull the levy code from the King County parcel record before projecting taxes on a Bellevue rental, because the city's levy codes do not share one rate. The table's lower senior rate does not apply to investor-owned property.

Tax calendar

  • King County Treasury set November 2 as the 2026 second-half property tax due date and takes payment online for a service fee, by mail postmarked by the deadline, or in person in Seattle.

For investors: Owners of Bellevue rentals without a lender escrow can sign up for King County's email or text reminders, sent roughly 30 days before the April 30 and October 31 deadlines, and should put the tax account number on any mailed check.

Utilities

  • Bellevue Utilities sends bills to property owners, who remain responsible for all utility charges at a rental address, and it does not issue prorated bills when tenants move in or out.

For investors: Build water and sewer into a Bellevue lease as a reimbursed charge or into the rent, since the bill stays in the owner's name. New residential tenants can ask for a wastewater adjustment after two full-cycle bills.

Landlord rules

  • Bellevue's business and occupation tax exempts receipts from the sale, lease or rental of real estate, though licenses to use real estate and commissions do not qualify for the exemption.

For investors: Rent from a Bellevue house or fourplex sits outside the city's gross receipts tax, a carrying-cost advantage over many other local businesses. Commission income earned by an owner who also brokers deals does not share that exemption.

What drives rental demand

  • Sound Transit's 2 Line began running across Lake Washington on March 28, 2026, linking downtown Seattle with six stations in Bellevue, among them Bellevue Downtown, Wilburton, Spring District/120th and BelRed/130th.

For investors: Rentals within walking distance of Bellevue's stations now offer a direct rail commute to Seattle, a selling point for tenants. The city's BelRed corridor plan aims to turn about 900 acres along the line into transit-oriented neighborhoods.
