Local Rules

Investing in Indianapolis: The Local Rules

Rental registration and inspection

  • Indianapolis requires owners of residential rental units to register with the Department of Business and Neighborhood Services under Chapter 851; rentals in the excluded cities of Beech Grove, Lawrence, Southport and Speedway are exempt.

For investors: Registration runs through the city's Citizen Access portal and needs each parcel number, the unit count and an Indiana-resident manager. Registering every rental at once costs a single $5 fee, while a parcel registered separately later carries its own fee.

Source: City of Indianapolis, Landlord and Short-Term Rental Registries (BNS); Landlord Registration Fact Sheet (excluded cities), Oct 2026

  • The Chapter 851 registry charges a $5 fee, renews annually, and requires a new owner to re-register within 30 days; applicants affirm no unremediated code citations and at most one delinquent tax payment.

For investors: The affirmations reach every rental parcel you own in Marion County, so an open code case or a second missed tax installment on one property can block registering another. Clear open violations before you file, and update the registry within 30 days when a manager changes.

Landlord rules

  • Indianapolis code penalties, also listed on the January 2026 DBNS fee schedule, are $500 for not registering, $250 for not updating after an ownership change and $100 for a missed renewal.

For investors: No penalty can issue until a mailed or delivered notice gives 30 days to cure, and each penalty applies per unit or rental community. Chapter 851 runs no inspection program, so enforcement is paperwork-driven, and renewals fall due every January 1.

Source: DBNS Fee Schedule as of January 5, 2026, Code Enforcement sheet; Revised Code Secs. 103-52 and 851-107 (Municode), Jan 2026

Market note

  • The city's 2025 Landlord Registration Program report counted 17,519 registered parcels and 4,387 registration cases in 2025, up from 13,427 parcels in 2024, with 15 notices of violation issued and no citation fines collected.

For investors: The same report shows one citation and no fines collected in 2025, alongside 622 local code violations opened against registered parcels. Registry penalties are rare, but ordinary code enforcement still reaches rentals, so budget for repairs in older housing stock.

  • Census ACS 2024 one-year estimates for the Indianapolis city balance give a median gross rent of $1,219 and median home value of $241,500, with 162,321 renter-occupied units against 208,447 owner-occupied.

For investors: The city's renter base spreads across township districts with different tax rates, so two similar houses can carry different bills. Check the district on the assessor's property card, then test the rent against the bill after any circuit breaker credit.

Tax calendar

  • Marion County property taxes for 2026 are due May 11 and November 10; paying within 30 days of a due date with no other delinquency draws a 5% penalty, after which it rises to 10%.

For investors: Statements arrive in April with one coupon per due date, and the full year can be paid on the first date. Keep every installment current, because the landlord registry asks you to affirm no more than one delinquent tax payment across your Marion County rentals.

Flood zones

  • Indianapolis joined the National Flood Insurance Program on May 15, 1984; about 18% of Marion County, 46,234 acres, lies in 100-year or 500-year floodplains, with 31.3% of that along the White River.

For investors: The city says the White River's 100-year floodplain can run one to two miles wide and much of it was built on, and after the August 2026 flooding it opened a flood resources page. Pull the parcel on the Indiana Floodplain Information Portal before you underwrite insurance.

Source: City of Indianapolis, Floodplain Management (DBNS), Oct 2026

  • FEMA's community status data lists Indianapolis at Community Rating System class 8 since October 1, 2007, worth 10% off NFIP flood policies in Special Flood Hazard Areas and 5% outside.

For investors: The rating dates from October 2007 and the current flood map from August 14, 2024. The discount is modest, and a federally backed loan still requires flood coverage inside a Special Flood Hazard Area; rentals near Fall Creek, Pleasant Run, Eagle Creek and the White River need a flood quote.

Utilities

  • Citizens Energy Group, the Indianapolis utility, runs a Property Management Portal where landlords can manage multiple accounts together, export billing and usage history, set landlord default conditions and sign up for alerts.

For investors: Citizens, a public charitable trust, supplies natural gas, water and wastewater service in the Indianapolis area, so one login can cover a rental's utility accounts. Use the usage exports and alerts to catch a leak or a vacant unit drawing water.

What drives rental demand

  • IU Indianapolis became an independent Indiana University campus on July 1, 2024, after decades of partnership with Purdue, and calls itself an R1 research university with students from 49 states and 92 Indiana counties.

For investors: IU Indianapolis calls itself Indiana's hub for medical, health and scientific research, so neighborhoods near the downtown campus draw students, researchers and medical staff. Student leases often follow the academic year, so plan turnovers around August.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing. By submitting, you authorize LiButti Capital to contact you about your inquiry by phone, text, and email (which may be autodialed or prerecorded) and to obtain consumer/credit reports as needed; message and data rates may apply.
