Local Rules

Investing in Riverside: The Local Rules

Transfer tax

  • Deeds for property inside the City of Riverside are taxed at $1.10 per $500 of value, double the $0.55 per $500 that Riverside County charges elsewhere, collected when the deed records.

For investors: On a $700,000 Riverside fourplex the transfer tax comes to $1,540, against $770 at the same price elsewhere in Riverside County. Settle in the purchase contract which side pays it, because the gap is large enough to move a negotiation.

Short-term rentals

  • Riverside charges a 13% transient occupancy tax; returns are due monthly by the 15th even when no tax is owed, and late payment draws penalties of 10%, 25% and 50% plus 1% monthly interest.

For investors: When a booking platform collects the rent, Chapter 5.55 makes it primarily responsible for remitting Riverside's tax, yet the city expects a return every month, empty months included. Confirm early with the city's lodging tax office which returns the owner still files.

  • Riverside Municipal Code Chapter 5.55 treats any stay of 30 consecutive days or less as a short-term rental and requires a city business tax certificate before the unit is advertised or rented.

For investors: Get the business tax certificate before the listing goes live, since advertising first already breaks the chapter. Chapter 5.55 sets no owner-occupancy test and no unit cap, but it bars units under affordable housing deed restrictions, and HOA rules still control.

Source: City of Riverside Municipal Code, Chapter 5.55 Short-Term Residential Rentals (Municode), Oct 2026

  • Riverside short-term rentals need an on-call local contact who responds to complaints within 30 minutes, that contact's name posted outside the unit, and a guest limit of two per bedroom plus one.

For investors: A three-bedroom Riverside house tops out at seven guests, which limits pricing for large groups. Owners living outside the area need a paid co-host who can reach the door within half an hour, so put that fee in the projection.

ADUs and lot splits

  • Riverside's December 2025 SB 9 checklist requires a notarized affidavit that the property has not been rented for at least three years, and lot splits need a three-year owner-occupancy affidavit.

For investors: This rules SB 9 out for an investor holding a tenanted Riverside house. It fits an owner who has lived in the home for years, or a buyer of a house unrented for three years who will move in after the split.

Source: City of Riverside, SB 9 Application Checklist and Pre-Clearance Form (revised 12/10/2025), Dec 2025

  • Riverside charges $5,240.58 to file a two-parcel SB 9 lot split, requires separate water and sewer service per lot, and requires a deed restriction keeping SB 9 unit rentals over 30 days.

For investors: Add the parcel map engineer, new utility laterals and the filing fee before assuming a Riverside split pencils out. Because the deed restriction rules out nightly stays, value the new homes on rents for terms longer than 30 days.

Source: City of Riverside, SB 9 Application Checklist and Pre-Clearance Form (revised 12/10/2025), Dec 2025

  • Riverside's Permit-Ready ADU Plans offer four single-story designs, from a 746-square-foot one-bedroom to a 1,200-square-foot three-bedroom, with a three-business-day first plan review.

For investors: The plans fit single-family lots outside FEMA flood hazard areas that are not eligible as a cultural resource, so check the FEMA map and the city's Historic Resources Viewer first. Every department's conditions and all fees still apply before the permit issues.

Utilities

  • Riverside levies a 6.5% utility users tax on telephone, electricity, gas, water and cable television charges, collected by the provider on each bill under Municipal Code Chapter 3.14.

For investors: When a Riverside landlord pays water for a duplex or small apartment building, the 6.5% rides on that bill as well. The chapter's only household relief is a low-income refund capped at $35 a year, so budget the full tax on owner-paid utilities.

Property tax

  • Newer Riverside tracts carry city Mello-Roos taxes: Pomelo's bond debt runs to 2064-65, Kunny Ranch and OrangeCrest Grove to 2055-56, and Pomelo, Riverpointe Park Place and Bridle Ridge add services taxes with no final year.

For investors: Two similar Riverside houses can carry very different yearly tax bills. Pull the parcel's actual bill before offering and use the full amount, including CFD and landscape district lines, in the DSCR calculation instead of a flat 1% estimate.

What drives rental demand

  • The city's economic development office lists the County of Riverside (24,290 employees), March Air Reserve (9,600), UC Riverside (8,593) and Riverside University Health System (8,000) as its largest public employers.

For investors: Public payrolls this size keep renter demand steady across Riverside, from rooms near the UC Riverside campus to family homes for county staff. Check commute times to downtown county offices and the university when choosing a block.

Source: City of Riverside Community and Economic Development, Top Employers, Oct 2026

  • Riverside's top private employers are Kaiser Permanente (5,846), Riverside Community Hospital (2,200), California Baptist University (1,442) and Collins Aerospace (1,000), per the city's economic development office.

For investors: Four of Riverside's ten largest private employers are in healthcare. Furnished stays longer than 30 days for traveling nurses fall outside the city's short-term rental definition, giving owners near these campuses a middle path between nightly and annual leases.

Flood zones

  • The City of Riverside does not appear on FEMA's October 2026 Community Rating System list, so its flood policies get no community discount, while unincorporated Riverside County holds Class 5, worth 25%.

For investors: A Riverside rental in a mapped flood zone along the Santa Ana River pays the full NFIP rate. Get a flood quote before removing contingencies, since comparable risk in unincorporated county land could price up to a quarter lower.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.

Compensation and fees vary by loan amount, program, and transaction and are finalized in your loan documents at closing.
