Local Rules

Investing in Port St. Lucie: The Local Rules

Rental registration and inspection

  • Port St. Lucie's business tax schedule lists real estate lessors of four to eight single-family rentals at the $134 Category III base rate, adds $15 per unit past eight, and charges a $19 application fee.

For investors: The city's Business Tax page says every rental property lessor needs a receipt, yet the schedule prints no line for one to three homes, so have the Business Tax Division classify the account before the first lease. Operating without one adds a 25% penalty.

Source: City of Port St. Lucie Code of Ordinances, Chapter 111 (Secs. 111.16 and 111.45, Ord. 24-64), Oct 2026

Tax calendar

  • Port St. Lucie business tax receipts go on sale July 1 and expire September 30; a late renewal adds 10% for October and 5% more each month after, capped at 25%.

For investors: A receipt first bought between April 1 and September 30 costs half the yearly tax, so a spring closing trims the first bill. Renewal forms are mailed only as a courtesy, so calendar September 30 for every rental account you hold in the city.

Short-term rentals

  • St. Lucie County's 5% tourist development tax covers Port St. Lucie rentals of up to six months; owners pay it to the county Tax Collector, which warns that Airbnb and VRBO do not remit it.

For investors: Get a state sales tax number first, then open the tourist tax account through the Tax Collector's online TouristExpress portal. Paying online by the 20th earns a 2.5% collection allowance capped at $30, a small offset when underwriting a furnished Port St. Lucie rental.

Utilities

  • Resolution 26-R66 sets the Port St. Lucie stormwater fee at $195 per equivalent residential unit for the year starting October 1, 2026, collected on the property tax bill.

For investors: Each developed single-family home counts as one unit, so a portfolio pays per house. A 2025 resolution set a $219 per unit ceiling, so the council can keep raising the fee toward it; model small yearly increases into operating costs.

Source: City of Port St. Lucie, Resolution 26-R66 (stormwater final rate), approved August 24, 2026, Aug 2026

  • Port St. Lucie's solid waste assessment is $482.16 per dwelling unit for the year starting October 1, 2026, up $14.83, and is collected on the property tax bill rather than by monthly invoice.

For investors: Because the charge runs per dwelling unit, a duplex owes about $964 and a triplex about $1,446 a year for trash. The city code treats four or more units under one roof as multi-family, so confirm how a fourplex is billed before closing.

  • Where a city water or sewer main abuts the lot, a Port St. Lucie home on a well or septic tank must connect once that system fails or needs a replacement permit.

For investors: A house still on septic can turn a failed drainfield into a forced hookup bill, and once connected the property may never go back to septic or a drinking-water well. Ask the Utility Systems Department whether mains abut the lot before you close.

Source: City of Port St. Lucie Code of Ordinances, Sec. 63.25 Miscellaneous policies, Oct 2026

  • Port St. Lucie lets single-family owners forced to hook up repay the cost over 120 monthly installments through a capital charge agreement recorded as a lien; a buyer may assume it for a $200 fee.

For investors: Search St. Lucie County records for a recorded capital charge agreement before buying. On a refinance the city subordinates its lien only as far as second position and only if utility accounts are current, so allow time for its legal review before closing.

Landlord rules

  • Port St. Lucie caps occupancy in every residential district: 300 square feet for the first occupant plus 150 for each additional one, bedrooms of at least 80 square feet, and four occupants per toilet.

For investors: The cap matters for room-by-room leasing in Port St. Lucie houses: under the floor-area test a 1,200-square-foot, two-bath home holds at most seven occupants aged 12 or older. Children under 12 count as half, and guests staying 14 days or less are not counted.

Hazards and insurance

  • FEMA's October 2026 list rates Port St. Lucie a Class 5 flood community, a standing effective since April 1, 2023 that earns NFIP policyholders in the city a 25% premium reduction.

For investors: The city has held a rating since 1991, but the credit only helps a rental that actually carries an NFIP policy. Ask the agent to show the community discount on the quote, and recheck the class when FEMA reissues its list each April and October.

What drives rental demand

  • Port St. Lucie's financial report for fiscal 2025 counts 260,194 residents in April 2025, up 27% from the 2020 census, and names healthcare, education and local government as key economic drivers.

For investors: The report's St. Lucie County employer table, led by the school board with 6,079 jobs, also lists Walmart, Publix, two HCA hospitals, Indian River State College and Amazon. Certificates of occupancy for new buildings fell 26% in fiscal 2025, a slower pace of new supply.

Investor Questions

Port St. Lucie Investor FAQ

Does a Port St. Lucie landlord need a city business tax receipt?

Yes. The city says its business tax covers rental property lessors. Receipts go on sale July 1 and expire September 30, and a late renewal picks up a 10% penalty for October plus 5% a month after, up to 25%.

Who collects tourist tax on a nightly rental in Port St. Lucie?

The St. Lucie County Tax Collector. The county's 5% tourist development tax covers rentals of up to six months, and the Tax Collector says Airbnb and VRBO do not pay it for owners, so the owner must register and file.

What if a Port St. Lucie rental is still on septic or a well?

If a city main abuts the lot, the home must connect when the septic tank or well fails or needs a replacement permit, and it cannot disconnect later. Owners can spread the hookup cost over 120 months through a capital charge agreement recorded as a lien.

How many Port St. Lucie owners carry flood insurance?

Fewer than the risk suggests. The city counted 2,584 NFIP policies in January 2026, down 13.6% over 13 months, and only about a third of structures in its 5,222 acres of high-risk flood zones are insured.
