Short-term rentals
Thornton requires a one-year license for any dwelling leased under 30 days at a time and bars operating one anywhere but the licensee's primary residence, lived in over half the year.
For investors: A home bought only to rent cannot be licensed for short stays in Thornton, so underwrite purchases on long-term leases unless you will live there. Residence is judged by daily presence and items such as vehicle and voter registration or utility billing at the address.

A Thornton short-term rental license must be held by a natural person, or a trust beneficiary, named on the deed, and the city issues only one license per applicant and per property.
For investors: A home titled only to an LLC does not qualify, and one owner cannot hold a portfolio of licenses. Applicants must be legal U.S. residents, mail notice to any homeowners' association at least seven days before filing, and name a backup contact who can reach the home within 60 minutes.

Thornton permits short-term rental use of houses, duplexes, triplexes, fourplexes and 3-8 unit attached buildings, plus owner-occupied condos; an ADU qualifies only when the main home is the owner's primary residence.
For investors: An ADU cannot be rented for short stays if any part of the main house is also a short-term rental, so the owner must pick one or the other. Thornton requires no extra parking for a licensed rental, but guests follow the parking rules that apply to the home.

Thornton caps short-term rental guests at two per legal bedroom plus two overnight, and total users at ten more than that, and requires at least $1,000,000 in liability insurance.
For investors: Every bedroom needs a smoke detector, with a carbon monoxide detector within 15 feet of bedroom doors and a fire extinguisher near the kitchen. The license number must appear on every listing, and hosting weddings or parties for hire is banned outright.

Thornton short-term rental renewals are due at least 30 days before expiration or a late fee applies, and none are accepted within seven days of expiring, which forces a brand-new application.
For investors: Four or more violation notices in a license term require denial of renewal, and a revocation or denied renewal bars the licensee from any Thornton short-term rental for two years. Suspensions in two consecutive years stretch that bar to five years, and fees are never refunded.

Thornton charges a 7% lodging tax in place of sales tax on rooms and other accommodations, and occupants with a written agreement for 30 or more consecutive days are exempt.
For investors: The city's Revenue Division collects the tax and posts its own lodging tax return form. A furnished midterm lease to a traveling worker escapes the tax only when the occupancy agreement is written and runs 30 or more consecutive days.
