Short-term rentals
Chattanooga splits short-term vacation rentals into Homestay, the applicant's home for at least 183 days a year, and Absentee; a Homestay in a residential zone must fall inside the city's STVR overlay map.
For investors: The council widened the overlay map in District 1 in June 2024 and District 5 in October 2025, so check the current map with the City Council Clerk before buying a part-time home to rent. Homestay residency must be proved again at every yearly renewal.

New Absentee rentals in Chattanooga are allowed only in the mixed-use and business zones where a hotel is a permitted use, or on a commonly owned parcel of 20 acres or more that allows homes.
For investors: That rules out new investor-owned nightly rentals on ordinary residential streets. A rezoning condition that bars hotels on a mixed-use parcel also bars Absentee use there, so pull the parcel's zoning conditions, not just its zone label, before counting on short-term income.

When a Chattanooga property is rezoned into a mixed-use or business zone that allows Absentee rentals, the owner must wait 18 months from the rezoning's effective date before applying for an Absentee certificate.
For investors: Rezoning a house to unlock nightly rentals is a slow route here. Budget for the rezoning case itself plus a year and a half of holding time on long-term leases before an Absentee application can even be filed.

Chattanooga charges $500 to apply for an Absentee certificate and $500 at each yearly renewal, or $250 and $250 for a Homestay, paid before staff review; an unfinished application lapses after 60 days.
For investors: Upload the deed, insurance proof and escape plans together, because the 60-day clock covers documents, fees and replies to staff comments. Calendar renewals early, since a certificate more than 30 days past its expiration date cannot be renewed.

Short-term rentals may fill no more than 25% of the units in a Chattanooga multi-unit building or development, and a single rental may offer at most five bedrooms.
For investors: In a small apartment building that caps nightly use at one unit in four, so model the rest as long-term leases. Guest limits follow bedroom size, two people per bedroom of up to 210 square feet plus two more, posted inside the unit.

A Chattanooga STVR certificate can pass to a new owner of the same property if the parties had no revocation in the prior year, but it can never move to a different address.
For investors: Buying an operating rental can keep its certificate alive, so ask the seller for the certificate number and violation record and file the city's transfer application. A new Absentee certificate also needs Fire Marshal and building inspections before it issues.
