Short-term rentals
Roseville permits short-term rentals only in all or part of the permit holder's own single-family primary residence; a house that is not the permittee's primary dwelling cannot be rented short-term.
For investors: An investor buying a Roseville house to run as a full-time nightly rental will not get a permit. The workable models are a twelve-month lease or furnished stays over 30 days, which sit outside the city's short-term definition.

Roseville's adopted fee schedule effective July 1, 2026 sets the short-term rental permit at $185 new and $85 for each yearly renewal, with a delinquent renewal fee of 60% ($51).
For investors: The permit cost is small next to the owner-occupancy rule, which is the real limit in Roseville. A house hacker renting rooms in the home they live in should calendar the renewal, since it runs from the permit's issue date.

Roseville short-term rental hosts must hold a city business license, remit the 10% transient occupancy tax monthly, and respond at the home within 30 minutes of a neighbor complaint.
For investors: Roseville posts each host's contact details online for neighbors, so a host who travels needs a local stand-in who can arrive in half an hour. Business licenses renew by January 31, separately from the permit anniversary.
