Local Rules

Investing in Tampa: The Local Rules

Short-term rentals

  • Hillsborough adopted a short-term rental registry on September 2, 2026: $200 per unit each year from January 1, 2027, sized on about 3,000 rentals in unincorporated Hillsborough, outside city limits such as Tampa's.

For investors: The county's impact estimate counted only unincorporated rentals, so Tampa city addresses appear to sit outside the registry for now. Covered owners must allow code inspections and pay a no-show fee for missed ones; watch Tampa council agendas for any city version.

Source: Hillsborough County, BOCC Regular Meeting Recap for Sept. 2, 2026, and the ordinance's business impact estimate, Sep 2026

  • Hillsborough's 6% tourist development tax covers rented living quarters, condos included, for stays up to six months; owners or managers send it to the county Tax Collector monthly, delinquent after the 20th.

For investors: A Tampa vacation rental files this return with the Hillsborough Tax Collector, separate from state sales tax. Charges such as laundry or transportation escape the tax only when itemized separately on the guest bill, so set up booking invoices before the first stay.

Property tax

  • For 2025 a Tampa parcel carried 19.8428 mills in total: 6.2076 for the city, 6.0795 county including library, 6.34 for schools, plus port, transit, Children's Board and water district levies.

For investors: Unincorporated Hillsborough totaled 18.2515 mills, so a Tampa address runs about 1.59 mills higher because the city rate replaces the county's 4.6163-mill services levy. On a $300,000 taxable rental, that gap is roughly $477 a year.

ADUs and lot splits

  • Tampa's 2024 ADU rule changes widened where ADUs may be built and let the owner live in either the main house or the ADU; by August 2026, 28 owners had started and seven had finished.

For investors: ADUs remain limited to permitted areas, so check the parcel on the city's ADU page before paying for the lot. An owner must occupy one of the two units, which rules out a fully absentee plan to rent both.

Hazards and insurance

  • FEMA's October 2026 CRS list keeps Tampa at Class 5, effective since October 2019, while unincorporated Hillsborough County's Class 4 rating, worth 30%, took effect October 1, 2026.

For investors: The city line now affects flood premiums: a similar house just outside Tampa can earn a deeper NFIP discount than one inside. Tampa's flood page says its class means 25% off inside mapped flood zones and 10% outside, so get quotes on both sides.

Flood zones

  • Tampa's Stormwater Division tells anyone, free, where an address sits on the FEMA flood map and its base flood elevation, and keeps a Stormwater Advisory List of flood-prone properties.

For investors: Ask during due diligence with the street address or lot and block number. The city warns that development on advisory-list properties may be restricted, which matters if your Tampa plan includes an addition, regrading or a backyard unit, not just insurance pricing.

Permits and occupancy

  • In AE, Coastal A and VE zones, Tampa applies the 50% substantial-improvement rule using the structure's depreciated value on the Hillsborough County Property Appraiser's listing.

For investors: Older Tampa houses often carry low depreciated building values, so a moderate renovation can cross 50% and force elevation to current flood code. Check the appraiser's building value and the county's 50% calculator before pricing a rehab in a flood zone.

Utilities

  • Tampa water customers may water lawns only once a week, between midnight and 4 a.m. or 8 p.m. and midnight, after the regional water district extended Modified Phase III limits through March 31, 2027.

For investors: On a single-family rental, write the assigned watering day and hours into the lease and decide who runs the irrigation timer, because the limits are mandatory and a new tenant may not know the address's watering day.

Source: City of Tampa news release, extended drought restrictions, Sep 2026

  • City of Tampa trash pickup serves only addresses inside city limits south of Fowler Avenue, excluding the USF and New Tampa areas, and some parcels get separate city water and county sewer bills.

For investors: For a New Tampa or USF-area rental, confirm the trash provider and every utility account with the city's address lookup before setting rent. Opening a city account can require a deposit, and two bills from two providers complicate tenant-paid utility setups.

What drives rental demand

  • MacDill Air Force Base in South Tampa hosts two four-star combatant commands, U.S. Central Command and U.S. Special Operations Command, along with other mission partners and defense contractors.

For investors: Military and defense-contractor households create steady lease demand in South Tampa, with move dates set by assignment orders rather than the school calendar. Leases that allow a military release clause and flexible start dates can shorten vacancy for rentals near the base.

  • The University of South Florida serves nearly 50,000 students across its campuses and reports more than $6 billion a year in economic impact on the Tampa region.

For investors: Student demand clusters around the main campus north of Fowler Avenue, an area the city's trash service excludes. By-the-room leases near campus should confirm the trash provider before setting rent and plan turnover around the fall semester start.

Investor Questions

Tampa Investor FAQ

Will Hillsborough's new vacation rental registry cover my Tampa listing?

Probably not. The county's impact estimate counts only the roughly 3,000 short-term rentals in unincorporated Hillsborough, outside city limits, for its $200-a-year registry starting January 1, 2027. Tampa hosts still collect the county's 6% tourist tax and file it monthly with the Tax Collector.

How much higher are property taxes inside Tampa city limits?

For 2025 a Tampa parcel carried 19.8428 mills in total, versus 18.2515 in unincorporated Hillsborough, because the city's 6.2076-mill rate replaces the county's 4.6163-mill services levy. That works out to about $1.59 more per $1,000 of taxable value.

Can I add a rentable ADU to a Tampa investment house?

Only where the city permits ADUs, so check the parcel on the city's ADU page first. Since the 2024 changes the owner may live in either the main house or the ADU, so a fully absentee owner cannot rent both units.

Does the city line change flood insurance costs around Tampa?

It can. FEMA lists Tampa at CRS Class 5, a 25% NFIP discount, while unincorporated Hillsborough's Class 4 rating, a 30% discount, took effect October 1, 2026. Compare quotes for similar houses on each side of the line.
