Local Rules

Investing in Frisco: The Local Rules

Short-term rentals

  • Frisco requires a short-term rental permit for any house, garage apartment, duplex to fourplex unit or apartment rented for under 30 days, at $300 a year per address, with the number shown in listings.

For investors: A three-house Frisco portfolio files three permits and pays $900 a year. The city warns that unregistered rentals can be barred from registering later, so get the permit number before the first listing goes live, not after the first guest books.

Source: City of Frisco Code Enforcement, Short-Term Rentals, Oct 2026

  • Frisco does not inspect short-term rentals in person; owners certify under penalty of perjury that a Type A fire extinguisher and smoke detectors work, and name a local party who can respond within one hour.

For investors: Self-certification keeps a newly bought Frisco rental moving quickly toward its first booking, but the statement is sworn, so install and test the equipment before filing. An owner living elsewhere needs a manager or neighbor who can really arrive within the hour.

Source: City of Frisco, Frequently Asked Questions: STRs, Oct 2026

  • Frisco sets no cap on short-term rentals citywide or per owner, but each one needs its own permit, only one rental contract may run at a time, and campers, RVs and outbuildings cannot be rented.

For investors: No quota means a Frisco investor can add houses without waiting on a lottery or waitlist. Revenue models must book each home as one unit, though, so room-by-room listings or a backyard trailer listing will not survive a complaint.

Source: City of Frisco, Frequently Asked Questions: STRs, Oct 2026

  • Frisco's STR FAQ says running a short-term rental without a permit violates the municipal code and can bring fines of up to $500 to $2,000 per day; permits renew up to 60 days early.

For investors: Frisco's FAQ puts daily fines of $500 to $2,000 on an unpermitted listing, so secure the permit before advertising. Only the owner or the owner's representative can apply, so a buyer of a listed home files under the new ownership instead of relying on the seller.

Tax calendar

  • Frisco charges a 7% city hotel and short-term rental occupancy tax, reported monthly by the 20th even with no receipts, while the state's 6% hotel tax goes separately to Texas.

For investors: Quote Frisco guests a nightly rate that leaves room for 13% in combined city and state occupancy tax. A vacant month still needs a zero report delivered to City Hall or postmarked by the 20th, which is easy to forget between seasons.

Property tax

  • Frisco's fiscal 2027 city rate is 0.425517 per $100 in both counties; with Collin County, Collin County Community College and Frisco ISD, the Collin side totals about $1.68 per $100 before exemptions.

For investors: On a $500,000 assessed Frisco house that comes to about $8,400 a year, which belongs in the DSCR expense line from the start. An investor cannot claim the homestead exemption a seller may have used, so the seller's last bill can understate it.

Source: City of Frisco, Property Tax Rate (FY2027 overlapping entity rates), Oct 2026

  • School rates differ inside Frisco: the city lists Frisco ISD at 1.0194, Lewisville ISD at 1.0778, Prosper ISD at 1.2141 and Little Elm ISD at 1.2252 per $100.

For investors: The gap between Frisco ISD and Little Elm ISD is about 0.21 per $100, roughly $1,000 a year on a $500,000 house. Denton County's 0.183394 rate also tops Collin's 0.151414, so compare parcels by district and county before choosing between similar homes.

Rental inspections

  • Frisco's code enforcement division licenses multifamily properties and inspects their buildings and grounds every year under the city's multifamily ordinance.

For investors: Ask the seller of a Frisco apartment property for the current multifamily license and the last annual inspection report before closing. The city page does not state the unit count that triggers licensing, so confirm with a multifamily inspector whether a small building is covered.

Permits and occupancy

  • Since August 1, 2026, Frisco adds a 6% technology fee to the base fee of permits, projects, licenses and other submittals processed through its development and permitting system, with limited exclusions.

For investors: Renovation budgets for a Frisco rental should carry the extra 6% on every building and trade permit. The fee is due at submittal and is not refunded if a permit is withdrawn or denied, so several trade permits on one remodel add up.

Flood zones

  • Frisco requires new structures two feet above the adjacent 100-year flood elevation, and its standards call for no part of any residential lot to sit inside the 100-year floodplain.

For investors: The city says a lot with any part inside the 100-year floodplain may need flood insurance, wherever the house sits. Engineering Services can confirm whether one of the nearly 30 map revisions approved since 1996 changed the status of a Frisco address.

What drives rental demand

  • Frisco's comprehensive plan, adopted April 2025, cites the Dallas Cowboys, Dallas Stars and FC Dallas, PGA of America's 600-acre development opened in 2022, and corporate homes such as Keurig Dr Pepper.

For investors: Team headquarters and the PGA campus pull event visitors, while corporate homes and major employers such as T-Mobile support long-term rental demand. Underwrite a Frisco rental on lease income, since nightly demand rises and falls with the sports and golf calendar.

Market note

  • Frisco collected a record $13.1 million in hotel occupancy tax in fiscal 2024 and booked a record 259 events, a 5% rise from fiscal 2023, according to the city's comprehensive plan.

For investors: The record shows visitor demand is real, but it is a citywide figure that includes every hotel. A Frisco short-term rental competes with branded hotels near the stadiums, so test nightly rates against comparable homes before assuming event pricing all year.

Investor Questions

Frisco Investor FAQ

Does Frisco inspect a short-term rental before issuing the permit?

Not in person. Owners certify under penalty of perjury that a Type A fire extinguisher and smoke detectors work, name a local party who can respond within an hour, and pay $300 per address each year. The city may inspect if it has reason for concern.

Source: friscotexas.gov

Which occupancy taxes does a Frisco host collect from guests, and when are they filed?

Frisco's own 7% hotel and short-term rental tax, reported monthly to the city by the 20th, including a zero report in months with no receipts. The state's 6% hotel tax is filed separately with Texas.

Source: friscotexas.gov

Why do property tax bills differ between Frisco neighborhoods?

Frisco spans Collin and Denton counties and four school districts. The city rate is 0.425517 per $100 everywhere, but school rates run from 1.0194 in Frisco ISD to 1.2252 in Little Elm ISD, so the address sets the total.

Is there a limit on how many Frisco short-term rentals one investor can own?

No. Frisco sets no citywide cap and no per-owner limit. Each property needs its own permit, and only one rental contract may run at a time in each one.
