Hazards and insurance
FEMA's October 2026 Community Rating System list gives the City of Tulsa Class 1, the top rating, which only Roseville, California shares, with a 45% flood insurance discount.
For investors: The rating belongs to the city's own NFIP community. FEMA lists Tulsa County separately at Class 8 with a 10% discount, so similar houses a short drive apart can price differently. Confirm which side of the city limit a parcel falls on before comparing flood quotes.

By the 1980s the federal government had declared Tulsa County a flood disaster area nine times in 15 years, more than any other community in the nation, the city's flood control office says.
For investors: Today the city runs a watershed program with a $200 million capital improvements program, sports fields in detention basins and parks in floodplains. The same page warns that Tulsa's tornado alley location guarantees it will flood again, so price flood coverage even for creekside houses outside the mapped zone.
