Short-term rentals
Charleston grants residential short-term rental permits only to a record owner who lives on the property at least 183 days a year, votes from that address, and is taxed at the 4% owner ratio.
For investors: A home bought as a pure investment cannot qualify, because the city checks the county assessor's 4% legal residence status and the owner's driver's license and voter address. Underwrite Charleston purchases on 30-day or longer leases.

Each Charleston residential STR permit allows one unit for up to four adults, needs one extra off-street parking space, must be renewed yearly, and the owner must sleep on site while guests stay.
For investors: Even an owner-occupant with a carriage house earns from only one STR unit, and the owner must keep a general liability policy of at least $1,000,000 per occurrence. A new owner must recertify the permit after a sale, so it never simply transfers.

Short-term rentals without a resident owner are limited to lots zoned for business or mixed use inside Charleston's mapped ST overlay zone, with no more than nine converted units per lot.
For investors: The overlay is the only path to an investor-run nightly rental in the city, and it excludes residentially zoned houses. Confirm a listing's base district and overlay on the city zoning map before paying a premium for vacation rental income.

Stays under 30 days in the Charleston County part of the city carry 14% in combined sales and accommodations taxes, or 12% in the Berkeley County part, and the owner must see them remitted.
For investors: Some booking platforms remit only the state accommodations tax, leaving the county and city shares to the owner. On Daniel Island and Cainhoy addresses in Berkeley County the county accommodations tax drops off, which explains the lower rate.
