Local Rules

Investing in El Paso: The Local Rules

Property tax

  • For 2025 the City of El Paso charges $0.759649 per $100, and its tax office also bills El Paso County at $0.458889, University Medical Center at $0.240892 and El Paso Community College at $0.103563.

For investors: Those four levies alone total about $1.56 per $100 before any school district, roughly $3,126 a year on a $200,000 rental. One city-run office collects them all, so a single tax statement shows whether the seller left a balance.

Source: City of El Paso, 2025 Taxing Entities and Rates (property tax search linked from elpasotexas.gov), Oct 2026

  • School levies collected through the same El Paso tax office differ widely by district for 2025: Socorro ISD $0.938900, El Paso ISD $1.080700 and Ysleta ISD $1.200500 per $100 of value.

For investors: Two similar El Paso houses a few miles apart can carry bills hundreds of dollars apart because of the school district line: on $200,000 of value, Ysleta costs about $523 more a year than Socorro. Look up the district for every address.

Short-term rentals

  • On June 9, 2026 El Paso City Council voted to start collecting hotel occupancy tax on short-term rentals 90 to 180 days after adoption, projecting about $3.5 million a year.

For investors: Counted from June 9, collection had to start between early September and early December 2026, so hosts should be charging the tax by this winter. One council member called El Paso the only large Texas city not collecting it, so the change closes a long gap.

Source: City of El Paso news release, Short-Term Rentals in El Paso to Begin Contributing to Hotel Occupancy Taxes, Jun 2026

  • A February 3, 2026 El Paso ordinance defines a short-term rental as any home, duplex, accessory structure, apartment or condo unit lodged for under 30 days, and applies the base residential zoning standard.

For investors: In zoning terms, a nightly rental is treated like the home type it occupies, so El Paso has no separate short-term rental district map to clear. The city has been working on amendments to its short-term rental ordinance, so recheck the code before buying.

Tax calendar

  • El Paso's hotel room tax is 7% plus a 2% ballpark venue tax that voters approved November 6, 2012; collectors report and pay quarterly, by the last day of January, April, July and October.

For investors: Once collection on short-term rentals starts, that is 9% to the city on top of the state hotel tax. Quarterly filing means a full season of tax comes due at once, so set aside the money from each payout.

Market note

  • The City of El Paso estimates that about 81% of local short-term rental listings run on Airbnb, and it projects Airbnb revenue in the city at roughly $23.7 million for 2026.

For investors: The city released those figures with the tax vote, which makes them a useful check on a seller's nightly revenue claims. With most listings on one platform, review the property's Airbnb history and reviews before paying for its income.

ADUs and lot splits

  • A detached accessory dwelling in an El Paso residential district requires the owner to live in one of the units, a 5,500 square foot lot, one bedroom, and at most 800 square feet.

For investors: An investor cannot add a detached casita to a fully rented El Paso house; the owner-occupancy rule blocks it. Lots of 8,000 square feet or more may go to 1,200 square feet, and ADUs of either type are barred on duplex or multifamily lots.

Hazards and insurance

  • FEMA's October 2026 Community Rating System list places the City of El Paso at Class 7, so qualifying flood policies inside city limits receive a 15% premium discount.

For investors: Neighboring Socorro, Horizon City and unincorporated El Paso County do not appear on that list, so a rental just outside the city line forgoes the discount. Ask the agent to quote any city policy with the credit applied.

What drives rental demand

  • Fort Bliss, home of the 1st Armored Division, calls itself the Home of America's Tank Division and serves as an Army strategic deployment platform for moving units out and back.

For investors: Soldiers and families on permanent change of station orders rent close to post, and many pay with a housing allowance. Leases with a military clause, plus steady turnover every few years, should shape both vacancy and make-ready budgets.

  • The University of Texas at El Paso enrolls about 26,000 students, 85% of them Hispanic and half the first in their families to attend college, on a 420-acre campus.

For investors: A student body that size supports a steady market for modest rentals near campus, along with faculty and staff housing. Underwrite student rentals around per-bedroom pricing, summer turnover and parent guarantors rather than assuming full-year occupancy.
