Short-term rentals
Virginia Beach allows short-term rentals that were registered and taxed before July 1, 2018, any property in the Sandbridge Special Service District, and Oceanfront Resort overlay homes granted a Conditional Use Permit.
For investors: Outside those paths, a newly bought house cannot become a whole-home short-term rental, so underwrite it as a long-term lease. Properties granted a short-term rental CUP before September 7, 2021 outside the overlay also keep grandfathered status.

Each Virginia Beach short-term rental address needs a zoning permit renewed yearly for $500, at least $1 million in liability insurance, a structural safety report every three years and a life safety report every five.
For investors: Several free policies offered through booking platforms do not satisfy the insurance rule, and the policy must list the rental's address. Stairs, decks, porches and balconies under 30 inches can skip the structural report with photos; taller ones mean an inspection every three years.

Virginia Beach short-term rentals need one 9-by-18-foot off-street parking space per bedroom, using the assessor's bedroom count; on-street parking never counts, and new parking surfaces must be permeable.
For investors: A five-bedroom near the oceanfront needs five spaces; stacked cars are allowed, and leased off-site spaces can count if the zoning administrator approves the parking plan. Budget for permeable pavers where the lot needs more parking.

A grandfathered Virginia Beach short-term rental loses that status if the home is expanded by more than 25% or 1,000 square feet, whichever is less, and overlay CUP holders must renew every five years.
For investors: A buyer counting on grandfathered status should get the seller's proof of pre-2018 registration and lodging tax payments, which the permit application requires for any grandfather claim, and should not plan an addition past the expansion limit.

In Virginia Beach, renting rooms in a principal residence while the owner lives there for every stay is a home share: no zoning permit is needed, only registration with the Commissioner of the Revenue.
For investors: House hacking with room rentals avoids the $500 permit and the parking plan, but the owner must be in residence during all rental periods. Renting the whole house while away makes it a short-term rental needing full eligibility.

Virginia Beach short-term rentals collect 9% lodging tax (10.5% in Sandbridge) plus 6% state sales tax and a flat $2 per night, with city filings due by the 20th of each month.
For investors: The tax base includes cleaning, linen, pet and guest service fees, not just the nightly rate. File a zero return in months with no bookings, or the city may issue a statutory assessment.
