Local Rules

Investing in Greenville: The Local Rules

Short-term rentals

  • Greenville's Development Code allows short-term rentals as General Lodging in the MX and MXS mixed-use districts plus BG, BH, IX and CM, but not in the RH, RN, RNX or RC residential districts.

For investors: Check the parcel on the city's interactive zoning map before underwriting nightly income. A house in an RN or RH neighborhood can only be leased for 30 days or longer, while units in the mixed-use corridors can qualify once permitted.

Source: City of Greenville Development Code, Permitted Use Table (April 13, 2026 edition), Apr 2026

  • In Greenville buildings of four or more units, at most 25% of the units may operate as short-term rentals, while every unit in a one-, two- or three-unit dwelling may be used that way.

For investors: A duplex or triplex in an allowed district can run entirely as nightly rentals. A condo in a larger building competes for a capped share, so ask how many units already hold short-term rental licenses before buying one for that purpose.

Source: City of Greenville Development Code, Use Standards, Lodging (Sec. 3.4.4.D), Apr 2026

  • Greenville's short-term rental permit costs $40, and the city will not issue one if it has notice of a recorded covenant barring the use; applicants in multi-unit buildings add an HOA or manager approval letter.

For investors: Pull the HOA documents and recorded restrictions before closing on a Greenville condo meant for nightly stays. The applicant signs a covenant attestation, and without the association's approval letter the application is incomplete.

Source: City of Greenville Planning, Short Term Rental Application (revised January 14, 2025), Jan 2025

  • Greenville's short-term rental page lists a 3% local accommodations tax on stays of 1 to 89 days, payable to the city by the 20th of each month.

For investors: City revenue staff open the tax account, and payments can move online after the first one. Build the 3% into nightly pricing and calendar the 20th, because mailed payments postmarked late draw fees the city says it cannot waive.

Rental registration and inspection

  • Greenville's business license code covers property that is not solely owner-occupied: $5,000 or more in yearly rent owes license tax, less must still register, and one license covers all of an owner's properties.

For investors: Long-term landlords need this license too, not only short-term hosts. Greenville licenses run May 1 to April 30 and must be renewed by April 30, and resident businesses that file early get a 2% discount on licenses above the base fee.

Landlord rules

  • Greenville Ordinance 2025-88 places real estate rental and leasing in business license class 6 for 2026: $67 on the first $2,000 of gross income plus $1.87 for each additional $1,000.

For investors: The tax scales with gross rent, not profit, so the license cost on a Greenville rental rises as rents do. Renewals report the prior calendar year's gross receipts, and the application lets the city audit those books.

ADUs and lot splits

  • Greenville caps an accessory dwelling unit at 80% of the main home's size and 1,000 square feet; it may be rented but not sold separately, and may get its own meter and address.

For investors: The catch: the owner must live in either the main house or the ADU to establish and keep the unit, so a fully tenant-occupied Greenville lot cannot add one. It suits an owner living on site, not an absentee hold.

Source: City of Greenville Development Code, Accessory Dwelling Units (Sec. 3.5.2.A), Apr 2026

Flood zones

  • FEMA's October 2026 list rates the City of Greenville at Community Rating System Class 5, a 25% flood insurance discount, ahead of Greenville County's Class 7 at 15%.

For investors: FEMA's list is the authoritative rating, but the city's own flood insurance page still says 15%, so confirm the discount on any quote. Addresses outside the limits fall under the county's Class 7, and the city's flood zone verification covers only properties inside them.

Source: FEMA, CRS Eligible Communities, October 1, 2026 Effective Date, Oct 2026

  • In Greenville's floodplain, improving or repairing a home by more than 50% of its value triggers current floodplain rules, and the city counts that 50% cumulatively over 10 years.

For investors: Phased rehabs do not reset the count, so a rental renovated in stages near the Reedy River can cross 50% and have to meet current standards. Track each permit's value against the structure's value, and get a stormwater permit before floodplain work.

Property tax

  • Greenville County's 2025 millage sheet puts all eight City of Greenville tax districts, numbered 500 to 517, at 331.5 mills: 60.1 county, 189.7 school, 81.4 city and 0.3 arena.

For investors: Many unincorporated districts on the same sheet total under 300 mills, so a house outside the city limits can carry a smaller levy. Look up the district number on the county tax record before comparing two Greenville-area rentals.

Source: Greenville County Auditor, 2025 Millage Sheet (tax year 2025), Oct 2026

Tax calendar

  • Greenville County issues tax notices on or after October 1, payable by January 15; after that the penalty is 3%, rising to 10% after February 1 and 15% after March 16.

For investors: Unpaid bills head to the county's annual tax sale; for 2026, delinquent accounts must be paid before 5 p.m. on October 16. Taxes run a year in arrears, so a winter buyer should confirm the prior bill was paid.

What drives rental demand

  • BMW Group Plant Spartanburg, the company's first full assembly plant outside Germany, reports more than 11,000 jobs on site and assembles more than 1,500 vehicles a day on two shifts.

For investors: The plant also counts more than 60 direct Tier 1 suppliers in South Carolina, so its hiring reaches well past its own payroll. Check the real drive time from a Greenville rental to the plant before marketing to that workforce.

South Carolina Rules Investors Ask About

Transfer tax

South Carolina charges a deed recording fee of $1.85 per $500 of value (0.37%), and the statute makes the seller (grantor) primarily liable, with the buyer secondarily liable.

Property tax

South Carolina assesses an owner's legal residence at 4% of market value and exempts it from school operating taxes, while rental homes are assessed at 6%, so rentals face a much higher tax bill.
