Local Rules

Investing in Tacoma: The Local Rules

Rental registration and inspection

  • Renting residential property in Tacoma requires a city business license in the owner's name as recorded with Pierce County; one license covers all properties of the same legal entity, but each rental must be registered.

For investors: Buying through an LLC means the Tacoma license and registrations sit with that entity, so add each new address as you close. The city's searchable list of licensed rental owners also lets a buyer check a seller's compliance beforehand.

  • Tacoma's rental license fee depends on expected gross rents in the city: $37 under $12,000, $190 from $12,000 to $250,000, and $435 from $250,001 to $1 million; licenses expire December 31.

For investors: Count Section 8 payments in gross rental income when picking the Tacoma tier. Renewal notices go out each year to the mailing or email address on record, and renewals are due by January 31 to avoid late filing penalties.

Rental inspections

  • If a complaint and inspection find a Tacoma rental substandard, the owner must hold a three-year provisional rental license backed by a certificate of inspection from a city code officer or qualified inspector.

For investors: The city estimates three to five percent of Tacoma homes fall below minimum building standards, so inspect older properties closely before buying. A provisional license can arrive alongside separate orders from Neighborhood and Community Services.

Landlord rules

  • Tacoma requires at least 180 days' written notice for any rent increase, on a city form describing relocation assistance, and bars the notice unless the landlord's business license and unit registrations are current.

For investors: A Tacoma purchase that depends on lifting below-market rents should assume about six months before new rent starts, double the state's 90-day notice. Serve the city's resource summary with each notice, as TMC 1.95.060 requires.

Source: Tacoma Municipal Code 1.95, Rental Housing Code (updated January 2026), Oct 2026

  • Tacoma caps late fees at 1.5% of unpaid monthly rent under amendments passed December 9, 2025, bans late fees on non-rent charges, and limits pet deposits to 25% of one month's rent.

For investors: Tacoma pro formas should not count on late-fee income, and landlords must send at least quarterly written notices of late fees owed. Breaking these rules bars deducting late fees from the deposit or reporting them to a future landlord.

Source: Tacoma Municipal Code 1.95, Rental Housing Code (updated January 2026), Oct 2026

  • Tacoma tenants who move after a 12-month rent increase of 5% or more can claim relocation pay of two months' rent, rising to 2.5 months above 7.5% and three months above 10%.

For investors: Landlords must pay within 30 days of a request, based on the rent in effect at the notice. Tenants of under six months, and sites of four or fewer units where the owner also lives, are exempt from this Tacoma rule.

Source: Tacoma Municipal Code 1.100, Landlord Fairness Code Initiative (updated January 2026), Oct 2026

  • Tacoma prohibits evictions from November 15 to March 15 under its cold weather rule as amended December 9, 2025, unless the owner holds four or fewer rental units in the city or an exception applies.

For investors: Exceptions include waste, nuisance or illegal activity, an owner or family member moving in, and an owner selling the unit. Owners of larger Tacoma portfolios should time non-renewals and move-outs to avoid the winter window.

Short-term rentals

  • Tacoma allows short-term rentals of under 30 days in many areas with limits; operators need a city business license, plus a Transient Accommodation License when renting three or more individual rooms.

For investors: Room-by-room hosting in a Tacoma house becomes a separate licensing step at three rooms, so a whole-unit listing is simpler to license. Confirm the zoning limits for the specific address with Planning and Development Services before buying for nightly stays.

Source: City of Tacoma Tax and License, Short-Term Rentals, Oct 2026

  • A Tacoma ADU or detached ADU may operate as a short-term rental only when the property owner lives in either the main house or the ADU.

For investors: That rules out buying a Tacoma house with a backyard cottage and running both as vacation rentals while living elsewhere. An owner who lives on site can host the other unit short term and keep the home as a primary residence.

ADUs and lot splits

  • Home in Tacoma zoning took effect February 1, 2025, replacing single-family zoning citywide with Urban Residential zones UR-1, UR-2 and UR-3 that allow middle housing such as rowhouses and multiplexes.

For investors: Investors can now study Tacoma lots for house-plexes, backyard buildings, courtyard housing or rowhouses, with more scale allowed near schools, parks and business districts. Unit lot subdivisions allow separate ownership of units, and new parent lots in UR zones can be as small as 2,500 square feet.

Source: City of Tacoma, Home in Tacoma: New Residential Zoning and Incentives, Oct 2026

  • Tacoma ADUs may have 1,000 square feet of living area at most and need no parking; detached ADUs sit in the rear yard, at least 5 feet from side lines and 15 from the rear.

For investors: Pre-approved detached ADU plans ranging from a 300-square-foot studio to an 845-square-foot two-bedroom can shorten permitting for a Tacoma rental house. Adding an ADU may not remove parking the main house already needs.

What drives rental demand

  • Joint Base Lewis-McChord, home of I Corps and the 62nd Airlift Wing, puts its population at about 110,000, including 40,000 active duty members, 60,000 family members and 15,000 civilian and contract employees.

For investors: The Army describes the base as having rapid access to Tacoma's deep-water port for deploying equipment. Many service members and families live off base in surrounding Pierce County communities, Tacoma among them, which adds to rental demand.
