Local Rules

Investing in Santa Clarita: The Local Rules

Short-term rentals

  • Santa Clarita Chapter 3.34 taxes stays of 30 consecutive days or less at 10% of rent, counting duplexes, triplexes and houses as hotels unless an individually owned house is rented only infrequently.

For investors: A house bought to book guests most weekends will not fit the infrequent-rental exception, so treat the 10% as a charge every booking must carry. The code puts the burden of proof on the owner, so keep a dated log of any occasional stays.

Source: Santa Clarita Municipal Code Chapter 3.34, Uniform Transient Occupancy Tax, Oct 2026

  • Santa Clarita short-stay operators must register with the city tax administrator within 30 days of starting, post the certificate on site, and file a return by the last day of the month after each quarter.

For investors: The 30-day clock starts when the hosting starts, so file the registration before the first guest arrives. Quarterly returns then fall due April 30, July 31, October 31 and January 31, four extra Santa Clarita deadlines on top of the county tax bill.

Landlord rules

  • Since July 23, 2010, Santa Clarita has required a yearly residential high occupancy permit for any rented single-family home occupied by more than six adults, with one off-street parking space for each adult occupant.

For investors: Leasing a large Santa Clarita house room by room to seven or more adults means applying within 30 days of the occupancy rising and reapplying every year. Driveway and garage spaces can cap the headcount, and owners must disclose the permit rule to buyers and tenants.

Hazards and insurance

  • On July 8, 2025, the Santa Clarita City Council adopted, on second reading, an ordinance putting the 2025 Fire Hazard Severity Zone map into effect in the city under Government Code Section 51179.

For investors: Natural hazard disclosures prepared before the July 2025 adoption may not reflect the new map, so confirm the Santa Clarita parcel's current zone yourself. Insurers price wildfire exposure, so get a landlord policy quote early in escrow.

Source: City of Santa Clarita City Council meeting recap, July 8, 2025, Jul 2025

  • Santa Clarita's 2025 building code amendments require new construction on lots in a state-designated fire hazard zone, as shown on the city's GIS layer labeled Fire Zone, to meet the California Wildland-Urban Interface Code.

For investors: Check the parcel on the city's Fire Zone layer before writing an offer. Permit applications filed from January 1, 2026 fall under this version, so a buyer planning an ADU or addition in a mapped zone should price ember-resistant vents, siding and glazing from the start.

Permits and occupancy

  • In Santa Clarita fire hazard zones, replacing over half a building's siding within a year brings all its siding under the wildfire code; over half its windows and doors brings every opening under it.

For investors: A value-add plan that swaps siding or windows in stages still counts every replacement made within 12 months. When a rehab scope crosses half, budget ignition-resistant materials for every wall or every window and door on the house, not only the ones being touched.

Flood zones

  • Santa Clarita's floodplain program holds a Class 6 rating, which the city says trims flood insurance premiums 20% for buildings in mapped Special Flood Hazard Areas, applied automatically at purchase or renewal.

For investors: For a rental inside a mapped Santa Clarita zone, flood coverage is a fixed holding cost, and the 20% comes off with no filing by the owner. Confirm the quote shows the discount, since FEMA can change a community's class at its April and October updates.

Source: City of Santa Clarita Engineering Services, Floodplain Management, Oct 2026

  • Two FEMA map revisions issued February 7, 2014 decertified a Newhall railroad embankment once credited as a levee; areas north of Lyons Avenue became high-risk flood zones, while areas south became moderate or low risk.

For investors: When underwriting a Newhall rental, pull the parcel's current zone instead of trusting an older listing or survey. The city advises giving the insurance agent both 2014 map revisions, which can help secure grandfathered rates on a qualifying policy.

Property tax

  • Santa Clarita's landscape and streetlight district assessments are approved by the City Council at a hearing each June for the year starting July 1, then billed on the Los Angeles County property tax bill.

For investors: These charges differ by neighborhood zone, so two similar Santa Clarita rentals can carry different yearly costs. Read the special assessment lines on the seller's tax bill and carry them in the monthly tax impound when testing rent coverage.

Source: City of Santa Clarita Special Districts, Oct 2026

  • Santa Clarita spreads each landscape maintenance district assessment by the special benefit each parcel receives, and once a district's maximum assessment is set, the city cannot raise it without approval from property owners.

For investors: The maximum works as a ceiling on that line of the tax bill, which helps when projecting a long hold. Ask the Special Districts office for the parcel's zone and compare its current levy with the maximum before closing.

Transfer tax

  • Santa Clarita deeds pay the standard Los Angeles County documentary transfer tax of $0.55 per $500 of value; the county recorder lists only five cities with added rates, and Santa Clarita is not among them.

For investors: Unlike a purchase in the City of Los Angeles, a Santa Clarita deed carries no city surcharge, so a $700,000 rental owes about $770 in transfer tax. The city's own 1987 ordinance sets its share inside that county rate, not on top of it.

What drives rental demand

  • Santa Clarita's FY2025 financial report names Six Flags Magic Mountain the top private employer with 3,000 workers, ahead of Henry Mayo Newhall Memorial Hospital at 1,695 and California Institute of the Arts at 1,629.

For investors: All three sit in Valencia, but their payrolls behave differently: hospital and college jobs run year-round while theme park hiring swings with the season. When screening tenants near Valencia, weigh how steady the income is, not only how large.

Investor Questions

Santa Clarita Investor FAQ

Do short guest stays in Santa Clarita owe a city tax?

Yes. Chapter 3.34 charges 10% on stays of 30 consecutive days or less and counts houses as hotels unless an individually owned home is rented only infrequently, which the owner must prove. Operators register within 30 days and file quarterly returns.

What does a fire zone mean for a Santa Clarita rental rehab?

In a mapped zone, new work must meet the state wildland-urban interface code. Replacing more than half the siding within a year brings all the siding under it, and replacing more than half the windows and doors brings every opening under it.

Does Santa Clarita limit how many adults can rent one house?

Not outright, but a rented single-family home with more than six adults needs a high occupancy permit, renewed every year, with one off-street parking space for each adult occupant.

Which Newhall areas changed flood zones?

After 2014 FEMA map revisions decertified a railroad embankment, Newhall areas north of Lyons Avenue are high risk and areas south are moderate or low risk. The city suggests giving insurers both revisions for grandfathered rates.

Products shown are business-purpose investor loans (such as DSCR) secured by non-owner-occupied property. They are not consumer mortgages and are not intended for personal, family, or household use.

Estimates are based on the information you provide and assume it is accurate and complete. Actual terms depend on full underwriting, appraisal, title, and program eligibility and may differ. The rate shown is the note rate, not the APR; figures exclude taxes, insurance, and certain third-party costs. The payment shown is principal and interest, or interest only where an interest-only option was selected; interest-only payments do not reduce the loan balance and the payment increases when the interest-only period ends.
