Local Rules

Investing in Sacramento: The Local Rules

Short-term rentals

  • Every Sacramento short-term rental needs a city permit, a $50 yearly hotel business tax and 12% occupancy tax; a home that is not the operator's primary residence gets 90 short-stay days a year.

For investors: A non-owner-occupied Sacramento house can earn nightly rates for about three months, then must switch to stays of 31 days or more until January. Model it as a hybrid: 90 nightly days, the rest of the year furnished monthly stays.

Rent control and eviction rules

  • Sacramento's Tenant Protection Program caps yearly rent increases on covered units at 5% plus CPI, 8.6% from July 1, 2026, allows one increase per 12 months, and charges landlords $20 per unit a year.

For investors: Underwrite rent growth on a pre-1995 Sacramento duplex or apartment at or below the cap, and time increases to lease anniversaries. An owner who needs more can petition for a fair return hearing, but the examiner's decision is final.

Source: City of Sacramento, Tenant Protection Program, Oct 2026

Landlord rules

  • The program covers Sacramento apartments and duplexes built before February 1995, not single-family homes or condos, and bars eviction without just cause once a tenant has stayed over 12 months.

For investors: A newer Sacramento fourplex or a rented house sits outside the city program, though state rules can still apply. Violations can draw penalties up to $25,000 per offense, so confirm the build date from county records before setting rents.

Source: City of Sacramento, Tenant Protection Program for Landlords, Oct 2026

  • Sacramento's Business Operations Tax covers anyone who owns four or more residential rental units, and the city notes this charge is separate from the Rental Housing Inspection Program fee.

For investors: Buying a Sacramento fourplex, or reaching four rental units across the city, adds a yearly Business Operations Tax account on top of inspection program fees. An owner who believes the rentals qualify for an exemption files the city's exemption form instead.

Source: City of Sacramento Finance, Business Operations Tax: Different Types of Businesses, Oct 2026

Rental registration and inspection

  • Sacramento's Rental Housing Inspection Program charges $25 per unit a year plus $180 for each new unit inspected; units that pass move to annual owner self-inspection, with 10% spot-checked.

For investors: Expect an inspection notice soon after registering a newly bought Sacramento rental, and fix any items within 30 days. Repairs that run longer bring a $295 reinspection the next year and keep the property out of self-certification.

Source: City of Sacramento, Rental Housing Inspection Program, Oct 2026

  • Sacramento owners who live outside the area must name a Local Contact Representative for inspections and notices, and rentals less than five years old may apply for an exemption from the inspection program.

For investors: An out-of-area investor can list the property manager as the local contact on the registration form. New construction bought from a Sacramento builder can qualify for the under-five-years exemption, but only once the owner files the application.

Transfer tax

  • Sacramento adds its own real property transfer tax of 0.275% of the price, $2.75 per $1,000, collected by the County Clerk-Recorder at recording since September 2013.

For investors: On a $500,000 Sacramento duplex the city tax alone is $1,375, on top of the county documentary tax. Check that the parcel is inside city limits, since an unincorporated address with a Sacramento mailing city does not owe the city portion.

Source: Sacramento County Clerk/Recorder, City of Sacramento Additional Real Property Transfer Tax, Sep 2013

Utilities

  • Sacramento's utility user tax is 7.5% on gas, electric and cable television bills, 7% on communication services and 6.5% on prepaid wireless.

For investors: If a Sacramento landlord keeps gas and electric in the owner's name for a small apartment building, add 7.5% to those bills. Water, sewer and trash do not appear among the taxed services, and tenants who hold their own power accounts pay the tax themselves.

Property tax

  • Sacramento's 2025 financial report shows a total property tax rate of 1.1517% for fiscal 2025, the 1% base plus 0.1517% in school levies, up from 1.1167% in 2022.

For investors: On a $450,000 assessed value that is about $5,180 a year before any special assessments. Because the school levies change yearly, test DSCR on the latest Sacramento County tax bill rather than an older listing sheet.

Flood zones

  • The City of Sacramento holds Class 4 in FEMA's Community Rating System as of October 2026, which FEMA lists as a 30% discount on flood insurance for policies in the city.

For investors: A Sacramento rental on a mapped flood parcel may still need a policy if the lender requires one, but the 30% community discount softens the premium. Get an actual quote during the contingency period before fixing the DSCR numbers.

What drives rental demand

  • Sacramento's 2025 financial report ranks the State of California first among area employers with 142,912 workers, followed by UC Davis (22,547), Kaiser Permanente (18,903), Sutter Health (17,500) and UC Davis Health (17,195).

For investors: The State of California alone accounts for nearly one in five jobs counted in the table, so Sacramento renter demand leans on public payrolls. Blocks with easy commutes to the Capitol and the UC Davis Medical Center draw state staff and hospital workers.

ADUs and lot splits

  • Sacramento offers free, all-electric Shelf Ready ADU plans: a 367-square-foot studio, a 559-square-foot one-bedroom and a 747-square-foot two-bedroom, which may be mirrored but not modified.

For investors: An investor adding a backyard unit to a Sacramento rental skips custom design but still submits a site plan showing placement, and cannot change the layout beyond mirroring it. The 747-square-foot two-bedroom offers the most space; the studio fits tighter rear yards.

Sacramento Investor FAQ

Ninety days a calendar year. A property that is not the operator's primary residence may host stays of 30 days or less for 90 days, then only stays of 31 days or more until the next year. It also needs a city permit, a $50 yearly hotel business tax and 12% occupancy tax.

What is Sacramento's 2026 rent increase limit for older apartments and duplexes?

For units in the Tenant Protection Program, increases are capped at 5% plus CPI, set at 8.6% from July 1, 2026, and allowed once every 12 months. The program covers apartments and duplexes built before February 1995, not single-family homes or condos.
